October 17, 2020 The hypotheses being studied by the government to contain the spread of infections all seem to be aimed at avoiding the specter of total lockdown.

So on the horizon open activities are expected with strict measures of distancing and protection and schools active during the day and in the evening, generalized night lockdown from 10 pm throughout the country.



This is the government line that seems to emerge from the five-hour night summit at Palazzo Chigi.

At the summit, publicly requested and obtained by the Democratic Party yesterday by the Head of Delegation to the Government Dario Franceschini, two visions were confronted, according to what is reported by majority sources.

The most immediately favorable to an immediate new restrictive national Dpcm just four days after the "semi lockdown" of last Tuesday, supported by the Pd of the Secretary-Governor of Lazio Nicola Zingaretti and by LeU of the Minister of Health Roberto Speranza.

On the other hand, the one more inclined to wait a few more days to measure the effects of the measures in place that the state may not yet have produced consequences, expressed by Prime Minister Giuseppe Conte and the Five Stars, also shared by the Italia Viva delegation.

Comparison on timing, therefore, rather than on the need for intervention.



It would therefore have been agreed to await the outcome of the meeting that is scheduled this morning with the Regions to decide immediately afterwards whether to proceed today or at the latest tomorrow with the new Dpcm for the "night lockdown" at 10 pm. Or if instead try to wait a few more days next week.

In this, therefore, much account will be taken of the indications, requests and solicitations that will arrive from the presidents of the Regions about the situation in the area and the decisions that the Governors intend to take by virtue of the only restrictive power that the Dpcm already in force recognizes them.

The reasoning that is made, in summary, is that if there was a common or widespread determination to the night lockdown already decided by some Regions (Campania and Lombardy in the lead) it would not make sense to wait any longer for a nationalization of the provision destined to be shortly however adopted at the regional level.



According to the same sources, the nocturnal summit would also have been an opportunity for Pd, Italia Viva and Speranza to formalize Conte's request not to delay the decision on the ESM any longer.

Pd, Italia Viva, the majority of Leu who recognizes himself in the Minister of Health ask Conte and above all the Five Star Movement - whose votes are decisive in Parliament to access the Message - to openly take a stand in favor of access to the 37 billion loan subsidized for health costs that the EU makes available immediately to the Member States in pandemic emergency who request it.

The Prime Minister would have reserved, assuring that after the two days in Brussels he would be more optimistic about the release of the Recovery Fund already in the first months of next year which, in the opinion of the Five Stars, is what Italy needs without accessing the Mes.

However, Conte's reassurances would not have been enough to change the minds of the representatives of Zingaretti, Renzi and Speranza, now also strong in the appeal to the Government and the Parliament pro Mes of hundreds of Mayors of the civic area and majority promoted yesterday and that in less than 24 hours has exceeded 300 signatures.

"We mayors - explains the Mayor Pd of Pesaro Matteo Ricci in an interview with TPI - ask the MES to the government: we can no longer waste time. I am sure that mayors of the center-right, Forza Italia and the Lega will also join. an absolute priority, human lives are at stake. Conte must make up his mind, no more ideologies: when it comes to emergencies you have to be pragmatic. We are already 300 ".
