The Government wants more measures to be applied against the second wave of the coronavirus.

And that they are, this time, better defined.

The Ministry of Health has prepared a document with new indicators to fight the pandemic in the autonomous communities, and with new levels of risk.

Of these new parameters, nine regions would currently be at a "high" or "extreme" level, based on their latest data on virus transmission and healthcare saturation.

All of them should take very drastic measures.

For example, those nine autonomies with "high" or "extreme" health alert levels would have to close the interior of bars and catering establishments, again.

As in Phase 1 of the state of alarm decreed by the Government on March 14.

This is established by the draft of the new document of coordinated response actions for the control of the transmission of Covid-19, which EL MUNDO has accessed.

Although the text limits that "the decision on what measures and when to apply them will be taken by the autonomous communities and will be made known to the Ministry of Health."

The nine communities

This is the case of Castilla-La Mancha, Catalonia, the Basque Country, Navarra and Murcia (

alert level 3

, or "high") and the Community of Madrid, Castilla y León, Aragon and La Rioja (

alert level 4

, or "extreme").

In them,

catering establishments

(bars, cafes and restaurants -including hotels- and recreational centers for the elderly) should have outdoor terraces with only 50% of tables and a distance of at least two meters between the tables. chairs from different tables

In addition, a "maximum occupancy of six people per table or group of tables" and, above all, "closed interior".

The four autonomies that are alert level 4, in addition to the requirements of level 3, would face "exceptional measures", after a specific evaluation of the situation, "which may include the

limitation of the mobility

of people, perimeter closures or other movement restrictions ".

In these nine regions, the ceremonies would be limited to a maximum of 10 people in closed spaces and 15 in open spaces, provided that the safety distance can be guaranteed.

And the holding of

banquets and cocktails

would be expressly prohibited

would be limited to six people and physical activity would also have a schedule, to give preference to people over 70 years old.

Taxi restrictions

In the workplace, "

teleworking

And it is forbidden to sing at mass, for example.

The

would be limited in these nine autonomies to 25%, and

on buses, subways, trains and airplanes, to 30%.

A notable novelty is that

"no more than two passengers" may go by

taxi

, except for exceptions, and avoiding "traveling at peak times except to carry out essential activities, go to work or school."

Each of the regions on alert 3 or 4 "will assess the limitation of entrances and exits from the evaluated territorial area except for essential activities such as going to work, going to an educational center, a health center."

That is, as is happening right now in the city of Madrid and other towns in its region, which are confined to the perimeter.

Communities with "medium" risk

In the four communities with a "medium" pandemic risk (Andalusia, Asturias, the Balearic Islands, Extremadura, the Valencian Community and the Canary Islands), 60% would be allowed in transport and 50% in shops and religious places.

And in Galicia and Cantabria, the two regions with low risk, there would be no transport restrictions, but there would be restrictions on shops (75%), wakes, centers of worship and ceremonies (50%) and meetings (10 people).

We must stress that all this is what would happen if these epidemiological and healthcare data were maintained and if the new measures were approved as they are in the draft.

The new homogeneous indicators still do not come into force despite the fact that work began on October 1, according to the first draft (this is the second).

All the autonomous regions will have to develop measures based on their alert level (low, medium, high or extreme), but "without prejudice to the fact that the Ministry of Health may propose recommendations in each of the autonomous communities."

Supermarkets will remain open

The

essential services

, such as supermarkets, health centers or collective and freight transport, remain open at all levels, reminiscent of

Health asks that all levels incorporate "social support measures, intersectoral actions" and reinforce "communication and actions aimed at getting the involvement of citizens to achieve the implementation of the recommended measures."
