He asked someone to provide several copies of his ID card and bank card on the grounds that the unit needed to solve the work expenses, and falsely issued 4 copies of a total of 39.25 tons of grain purchase settlement vouchers.   After successfully succeeding, Chen Weiguo conspired with the warehouse owner Mingguang Osmanthus Flour Co., Ltd. legal person Yang, and the purchase and custodian Liu, and generously issued a grain settlement voucher based on 3% of the total grain purchase.

Chen Weiguo issued 10 303.184 tons of grain purchase settlement vouchers, defrauding the state's grain purchase funds totaling more than 836,000 yuan.

  On June 29, 2020, Chen Weiguo finally paid the price for what he did.

He was sentenced to three years in prison for corruption and fined 280,000 yuan, and his illegal gains were recovered.

  Treating the old as the new, empty in and empty out, and false reporting of losses are typical methods of corruption

  From 2014 to 2018, Tao Yonghong, the former general manager of Sichuan Qingshen County National Grain Management Co., Ltd., instructed Guo Xiuqun, the then chief financial officer, to take advantage of his position in the rice rotation business process to obtain more than 880,000 by interception and fraud. This case is quite typical, exposing the three methods of corruption in the state-owned grain depot: taking the old as the new, emptying in and emptying out, and falsely reporting losses.

  According to relevant regulations, grain depots should rotate their grain reserves on a regular basis, that is, selling old grain and buying new grain. The market price of the former is low and the market price of the latter is high. This makes people with ulterior motives pay attention.

Tao Yonghong and others have adopted methods such as "using the old as the new" and "using the shoddy as the good" in grain rotation to earn the grain price difference.

At the end of 2016, grain merchant Li approached Tao Yonghong, hoping to purchase a batch of Chinese grain storage from the grain depot.

Tao Yonghong took the opportunity to propose that some old grains would be bought back from Li afterwards and put into storage.

The 896 tons of "circular grain" allowed Tao Yonghong to collect 200,000 yuan, and this batch of old grains could only be used to produce feed due to multiple indicators of unqualified, and no one had any questions.

  At the end of 2016, Tao Yonghong and others moved 1,047 tons of municipal-level grain reserves to another grain depot to “use the old as the new”.

Tao Yonghong and others took great pains, not only copied the past list of farmers who sold grain, but even fabricated some non-existent people and forged accounting vouchers.

In November 2017, this batch of grain reserves should be rotated as required. Tao Yonghong arranged for Guo Xiuqun to make a false sales contract and sell the non-existent "air grain" to Sichuan Luyan Agricultural Development Co., Ltd.

  Because there is no grain, the purchase of grain is just a "walk" on the book.

"Empty in, empty out" allowed Tao Yonghong and others to get a price difference of more than 310,000 yuan.

In 2018, they repeated their old tricks and defrauded nearly 230,000 yuan of state funds in a batch of 3,100 tons of county-level grain reserves.

  "The maximum grain loss limit is 3%. As long as it is managed a little better, the loss can be controlled within 1%." According to a storekeeper of a grain depot in Qingshen County State Food Company.

During the rice rotation process from 2014 to 2016, Tao Yonghong and Guo Xiuqun used the price difference between rotation and rotation as well as the surplus generated by loss to obtain 180,000 yuan of funds by fabricating false information.

  On July 29, 2020, Tao Yonghong was sentenced to 4 years and 6 months in prison with a fine of 300,000 yuan, while Guo Xiuqun was sentenced to 2 years in prison with a probation of 3 years and a fine of 100,000 yuan.

  Why do seemingly simple and awkward operations succeed?

Luo Shuyi, deputy secretary of the Qingshen County Commission for Discipline Inspection and deputy director of the County Supervisory Committee, said that the county food authority should have the responsibility of supervising and managing the stock, quality, and safety of grain reserves, but the relevant personnel have turned their eyes and closed their eyes, and supervision is in vain.   It is not only the lack of strong external supervision, but also the internal rules and regulations that remain on paper and cannot be implemented.

It is understood that Tao Yonghong is engaged in "one word", "three important and one big" issues are often not collectively studied, and the company's various internal control systems have not played their due role.

Whether it is the distinction between old grain and new grain, or the identification of grain quality and grade, it is only judged by the grain warehouse staff based on experience, which provides man-made operation space.

  Once the responsibility is weakened, the organization and discipline will become inevitable, and the risk of corruption will increase.

One detail is worth noting. The company’s party branch was established in 2017, but the branch did not carry out any work before June 2019, and records such as "three meetings and one lesson" were all fabricated later.

  The top leaders of grain enterprises fall to the bottom line, and their willful use of power endangers food security

According to investigations, from 2009 to 2015, Fan Shengliang took advantage of his position to seek benefits for others and illegally received 2.64 million yuan in property.

  Prior to this, construction businessman Wang met Fan Shengliang through a gathering of fellow villagers in Zhejiang, and obtained some projects directly under the library.
