  According to the announcement issued by the European Council on the same day, the six individuals subject to sanctions were the head of the Russian Federal Security Service Boltnikov, the Russian Deputy Minister of Defense Popov and Krivoruchko, and the first in the Office of the Russian President. Deputy Director Kiriyenko, Director of the Internal Affairs Bureau of the Office of the Russian President Yalin, and Menjailo, Plenipotentiary of the Russian President in the Siberian Federal District, one entity is the Russian National Institute of Organic Chemistry and Technology.

  According to the chemical weapons sanctions mechanism introduced by the EU in October 2018, the EU will freeze the properties of these six individuals and entities within the jurisdiction of the EU, prohibit them from entering the EU, and prohibit citizens and entities of EU member states from providing them with funds.

  The announcement stated that on August 20 this year, Russian opposition activist Navalny was attacked by a "Novijok" type nerve agent, and the European Union determined that the above-mentioned sanctions were suspected of "attempting to assassinate Navalny."

  After the suspected poisoning incident, Navalny was sent to a hospital in Berlin, Germany for treatment.

Afterwards, the German government identified Navariny as being attacked by a "Novichok" type nerve agent; in this regard, Russia has always denied involvement. The Director of the Russian Foreign Intelligence Agency Naryshkin once stated that Navalny was in his body when he left Russia. There are no toxic substances.

  In addition to the six individuals and entities listed as targets of sanctions on the 15th, another four people in Russia were previously sanctioned by the European Union for similar reasons, all of whom served in the General Staff of the Russian Army's Intelligence Directorate.

The European Union determined that in March 2018, former Russian agent Skripal and his daughter were attacked by "Novichok" in Salisbury, England. The four men commanded and even carried out the attack.
