In curfew areas, exceptions are

"A very high risk area appears the most difficult to control: the places where gatherings with family or friends are organized", recalled Jean Castex, justifying the implementation of curfews.

"At 9:00 p.m. everyone should be at home," he said.

The general rule therefore provides that all businesses, services or establishments open to the public will remain closed in the metropolitan areas concerned. 

However, there are exceptions: medical reasons, such as going to the hospital or buying medicines from a pharmacy on duty, professional reasons, taking a train or plane that arrives or leaves after 9 p.m. to go to a loved one in a situation of dependency, or to take your pet out. 

Some establishments will also escape the obligation to close: health establishments, hotels, police stations and restaurants including home deliveries.

Note that in these areas, the rules remain the same during the day, with the closure of drinking establishments and sports halls and limitation to 50% of university occupancy. 

A certificate to be completed to travel between 9 p.m. and 6 a.m.

On the same model as during confinement, a certificate will be available on the website of the Ministry of the Interior for the curfew, which also indicates the existence of a toll-free number for information: 0 800 130 000 The certificate can also be drawn up on plain paper.

If the motive of movement is professional, it will be necessary to present the certificate but also a document in proof of the company or a professional card.

If you have taken a train or a plane, you must be able to present the ticket. 

According to Minister Gérald Darmanin, 12,000 police officers and gendarmes will be "specially responsible for checking" compliance with the ban on traffic between 9 p.m. and 6 a.m.

Three repetitions of non-compliance with the curfew will result in exposure to "six months' imprisonment and a fine of 3,650 euros," the Minister of the Interior said.

Private parties, including weddings, prohibited anywhere in the country 

In other territories, including those which are not on maximum alert, general measures will apply everywhere in the context of the state of health emergency, announced Jean Castex.

"All private parties, such as weddings or student parties will be banned," he said.

All restaurants in France will also apply the reinforced health protocol, providing in particular for the limitation to six per table and the registration of customers. 

The rule of one in two seats should apply in all cinemas and public places where you are seated.

In places where people walk upright, such as shopping malls or zoos, for example, the number of visitors will be limited.

A new company protocol from next week 

Faced with the rebound of the epidemic, "we invite companies and public administrations to develop the use of teleworking", indicated the Prime Minister.

The Minister of Labor Elisabeth Borne, for her part, announced the establishment of a new protocol applicable from next week in companies, providing for an increased use of telework, to be negotiated on a case-by-case basis, and a staggered schedule.

The figure of two days a week is mentioned as a working basis. 

Support measures for businesses in curfew areas

The Minister of the Economy, Bruno Le Maire, for his part announced measures to support businesses, particularly in areas where the curfew will be in place.

Unsurprisingly, the professional federations of the hotel-cafes-catering sector (HCR) in fact ruled on Wednesday that this measure amounted to "a re-closure of establishments".

"We are restoring the solidarity fund for all companies with less than 50 employees who have lost 50% of their turnover since 2019, within the scope of the curfew", with aid up to 1,500 euros, announced Bruno Le Maire.

In the hotel and restaurant sectors, aid of up to 10,000 euros per month will be put in place for establishments suffering "a drop in turnover no longer of 70%, but of 50%" .

State guaranteed loan (PGE) extended for six months 

The government has also announced a six-month extension of state guaranteed loans (PGE), until June 30, 2021, and indicates that it has asked the French Banking Federation to examine the possibility of postponing repayment by one year. of these loans. 

Jean Castex also specified that the bonus of 150 euros announced by Emmanuel Macron for people benefiting from RSA and APL will be paid before the end of the year and will concern 4.5 million households. 

An anticipated salary increase for caregivers

To "recognize the commitment and strengthen the attractiveness" of professions in the medical field, Jean Castex announced an anticipation of the second increase in the salaries of caregivers planned by the Ségur de la Santé.

It will not take place in March, but before the end of the year.
