Cai Jinshu, born in 1959, was previously the chairman of the "South Taiwan Cross-Strait Relations Association" and the chairman of "Eagle Media" Cultural and Creative Co., Ltd.

As a result of studying in the mainland in his early years, he has been engaged in cross-strait exchanges since the 1990s and has a wealth of contacts in the mainland.

In 2013, a person named Guo Jiaying on the Fuxing Radio contacted Cai Jinshu, claiming to be his school sister. According to Cai Jinshu’s confession, Guo Jiaying treated him very well, “Occasionally ask me for coffee and sometimes give me some health products. If I have more important meetings in the mainland, I will call to ask me who I met? Or what information? What policy does the mainland have?"

  According to the national security agency, Guo Jiaying is an internal spy of Taiwan’s Military Intelligence Bureau, and Cai Jinshu was identified at a cross-strait academic exchange meeting several years ago.

When she learned that Cai Jinshu's "Southern Taiwan Cross-Strait Relations Association" was unable to operate due to lack of money, she took the initiative to find a good venue for the association and paid a rent of NT$360,000.

She has repeatedly suggested to Cai Jinshu that this association only conducts cross-strait exchanges and also has the title of "office director" to facilitate contact with mainland guests.

  After Tsai Ing-wen came to power in 2016, cross-strait exchanges became colder, and there were very few mainland scholars who visited Taiwan. Shi Zhengping: Using the Identity of a Scholar to Approach the Mainland Think Tanks to Spy on Intelligence

  Similar to Cai Jinshu, Shi Zhengping, a retired professor at Taiwan Normal University, was reviewed by the national security agency in accordance with the law in August 2018.

Shi Zhengping, born in 1960, studied in the United States in his early years and worked in the Taipei Cultural Representative Office in the United States. In 2005, at the recommendation of his teacher, he served as the "Cross-Strait Agricultural Policy Research Group" group of the Eurasian Foundation, a cover agency of Taiwan's "National Security Bureau". He also established contact with Zhou Shengyu (pseudonym Zhou Deyi), a spy in Taiwan’s "National Security Bureau."

  Zhou Shengyu asked Shi Zhengping to report to him when he went to the mainland to help him collect some information, and he could only report to him.

Because his father had been persecuted by Taiwan's intelligence agencies, Shi Zhengping had always been in fear.

In 2010, when Shi Zhengping participated in the academic activities of a certain mainland science and technology research institute, he took all the event documents and materials to the Taiwan intelligence department in the hotel.

From then on, every time Shi Zhengping got important information from Zhou Shengyu on the mainland, Zhou Shengyu couldn't wait to meet him. "We will definitely meet in about two to three days, and usually give him things via USB flash drive." Shi Zhengping said.

  The "Global Times" reporter learned that Shi Zhengping has entered the country for more than 30 times to participate in cross-strait seminars organized by relevant units in my country, photographed event materials and personnel lists, recorded important speeches by participants, and used the opportunity to meet mainlanders , And hand it to Zhou Shengyu after returning to Taiwan.

Zhou Shengyu will pay Shi Zhengping based on the importance of these materials, ranging from tens of thousands to hundreds of thousands.

Due to financial constraints, Shi Zhengping also took the initiative to write a report for Taiwan's "National Security Bureau."

  In addition to collecting information by himself, Shi Zhengping also gave Zhou Shengyu the cover of the secretary of the "Regional Economic and Human Resources Development Association" so as to receive senior mainland think tanks, and even introduced Zhou Shengyu to the Taiwan office of a mainland ministry and commission for meetings and exchanges.

According to the national security agency, from 2005 to 2018, Shi Zhengping went to the mainland to spy on intelligence as a Taiwanese scholar, covering politics, economy, cross-strait relations, policies and regulations and other fields, through open arbitrage, spying, money buying, and material Enticement and other means to obtain data and content on the "Belt and Road" and Asia-Pacific strategy.

  Cai Jinshu and Shi Zhengping are both scholars who frequently travel between the two sides of the strait, but they are used by the DPP authorities and Taiwan's intelligence agencies and reduced to tools for gathering intelligence.

The national security agency stated that the methods used by these people to gather intelligence are very good.

In order to avoid alerting mainland personnel, they do not collect secret-related materials such as red-headed documents. Instead, they use methods such as "questioning with mouth, seeing with eyes, and using notes" to question and spy on mainland relevant inside information.
