The K2 black mark tank is a domestic tank.

Strictly speaking, it is not completely domestic, but almost domestic.

One half of the power pack, called the heart of the tank, is made in Korea, while the other half is made in Germany.

It seems that there is an effort to develop the German half as well, and then it seems to fall back to the side.

The tank power pack consists of the engine, transmission, and cooling system.

Germany has the best technology in the world.

The K2 adopts a 1,500 horsepower power pack, with the German MTU for the 1,500 horsepower engine and the German rank for the 1,500 horsepower transmission.

The goal of K2 was a domestic power pack that was comparable to the 1,500 horsepower power pack of Germany.

The domestic 1,500 horsepower engine succeeded in localization by passing the development durability evaluation and mass production durability evaluation by Doosan Infracore after twists and turns.

The problem is a domestic 1,500 horsepower transmission.

Although S&T Heavy Industries passed the development durability evaluation, it was judged as a failure at the ridge of the 8th part of the mass production durability evaluation.

However, the evaluation standard was very harsh.

The Radiation Administration also tried to fix the standard and jumped into the National Assembly.

Finally, there was a reasonable alternative, but in the process of implementation, there were four months that I did not understand.

● The story of the

twisting

K2 power pack localization In the

beginning, the dropout of the durability evaluation of the domestic transmission was controversial.

The durability evaluation standard of the vehicle body and engine fails only when a major defect that requires window maintenance occurs during the evaluation, while the transmission durability evaluation standard judges failure if any defect occurs.

Only the transmission was harsh.

The life cycle of the transmission, 9,600 km, is run through all kinds of tests, but once a small breakdown occurs, it is rejected.

In fact, in the last durability evaluation in 2017, the domestic transmission was rejected due to a broken bolt at 7,110km.

In the eyes of the Radiation Office, the durability evaluation standard of the transmission seems to be unreasonable and poor.

So, in 2016, companies and related organizations gathered and deliberated, and after deliberating, harsh regulations were deleted and reasonable standards were derived.

I thought the new defense standards would apply, but I put the brakes on in the Office of the Radiation Administration Supervisor.

In a word from the Office of the Radiation Administration Supervisory Service, a coalition of prosecutors and auditors, the agreement between agencies and companies has become a piece of paper.

In the end, a 100% German-made power pack was applied to the first mass production of the K2, and a hybrid power pack of a domestic engine and a German transmission was adopted for the second mass production.

The National Assembly went worse.

In 2018, at the National Assembly's National Defense Committee's audit of the National Defense Agency, several members of the ruling and opposition parties urged the rationalization of the defense standards for transmission durability evaluation.

Since the National Assembly's willingness to localize it was strong, the birth of a completely domestic power pack that passed reasonable standards was expected in the third mass production of K2.

● Realization of rationalization of durability evaluation standards'temporarily'

The National Assembly pointed out that the Ministry of Defense and the Radiation Agency went into deliberation.

On July 13, under the supervision of the Vice Minister of Defense and the Director of the Radiation Administration, the Defense Projects Council was held to discuss the direction of localization of the K2 transmission. On July 15, the Shape Control Council revised the standard.

Both procedures have been disclosed to the media through press releases.

The main point is "We plan to reinforce fairness by conducting initial product inspections according to the revised national defense standards, and if it is difficult to judge the results of the inspection due to differences between agencies, a consultative body composed of expert members will review and judge them."

In the existing standard, even if a bolt broke through the ridges of the 8th and 9th divisions, the single knife was rejected, but the new rule is that if there is any objection to the evaluation, whether it is a company, the Radiation Administration, or the National Defense Agency for Technology and Quality (hereinafter referred to as Kept. .

It would be nice to precisely determine the defective item to be rejected, but it is the third alternative that was only found due to the many disagreements.

Some pointed out that the standard was slightly relaxed, so some companies gave preferential treatment.

However, the company, the Bangsaengcheong, and the Kipumwon all gave up little by little, so it was a decision that everyone was not afraid of.

Nevertheless, I thought that a rational evaluation would be possible if it was operated honestly.

● Even though there is no time, Bangsacheong

must complete the durability evaluation of the transmission mass production within this year in order to adopt a domestic transmission for the third mass production of the K2.

You have to turn the transmission for the life cycle of the vehicle, which is 9,600 km.

It only takes 320 hours to turn the transmission.

Institutional inspections should also be performed several hours each day.

You need three months.

However, the government office made a mistake, not a mistake.

On July 15, the day of the revision of the national defense standards, the Radiation Administration informed S&T Heavy Industries to apply for approval of quality assurance activities for mass production before contract.

The company reviewed everything and accepted the application on July 23rd.

Suddenly, on July 28, the Radiation Administration rejected the company's application and informed them to conduct a'quality inspection through a service contract with a state-of-the-art source'.

This was caused by a dispute with the Radiation Agency, claiming that it is a procedure that violates the regulations.

On the 7th of last month, S&T Heavy Industries and Bangsaengcheong had meetings and exchanged official letters, and on the 7th of last month, Kipumwon and the company agreed to sign a service contract.

I have a long way to go and I don't have time, but I wasted nearly 50 days.

The'Expert

Council' that has disappeared A

bigger problem is what the Radiation Administration suddenly notified to the company on the 9th of last month.

"If a technical advisory committee made up of expert members provides technical advice for various defects that occur during durability evaluation, the technical advisory committee will provide technical advice, and the final decision will be made by the technical staff."

In a press release on July 13th and 16th, the Radiation Administration announced that disagreements between agencies will be automatically transferred to a neutral expert committee and decided through discussion of the expert committee.

He added that the decision of the expert committee is to ensure fairness in evaluation.

Several media reported that.

However, in less than two months, the disagreement that occurred during the durability evaluation was reversed by the neutral committee intervening only when requested by the Kung-won, and the final decision was made by the K-Pop, not the committee.

The role of the expert committee to ensure fairness in evaluation has been greatly reduced.

Fairness was also compromised.

The agreements and resolutions of the Defense Projects Council and the Form Control Council, supervised by the Vice Minister of National Defense and the Director of the Defense Agency, were blank.

The results are obvious if the Kumwon and Kumwon judge the differences arising after review.

We have no choice but to make a convenient decision.

There is a high likelihood of rejecting even a minor defect because of fear of the auditor's audit or the media's criticism.

Again, it's no different from saying that only the transmission will be subjected to harsh evaluation.

As the existing national defense standards were so harsh, the National Assembly ordered improvement, and accordingly, the newly established alternative was the judgment of the objective expert committee.

The National Assembly knows that it is still the case.

The Radiation Administration has announced this through a press release and is now doing something that hasn't happened.

The road to localization of K2 transmission is very difficult.

It is a harsh home position.
