In detail, the Ministry stated that it seeks to harmonize the requirements of the labor market (demand) with the outputs of higher education in the country (supply), and to achieve functional integration of new graduates in the targeted professions in various economic sectors, by launching a number of initiatives and integrated training and rehabilitation programs that are in line with With job requirements in the private sector, in a way that contributes to developing the specialized and behavioral competencies of graduates, and enhances the participation of national cadres in the private sector.

The Ministry affirmed, on its official online platform, that the training and qualification programs that it provides to national cadres, through the “Tawteen” portal in cooperation with the private sector employers, achieve a large number of benefits and privileges for citizens looking for work, as they get an opportunity to know the job requirements, and build Their career path is in different economic sectors, and the programs contribute to the development of national skills and competencies in line with the requirements of the labor market, in addition to creating career paths that enhance the chances of those enrolled in the training and recent graduates finding jobs.

She stated that the training programs aim to give establishments the opportunity to closely identify the capabilities, talents and skills of the graduate, which qualifies him for a permanent job opportunity, in addition to the privileges granted to him, including the integration or calculation of citizens who enroll in vocational and job training programs in them within the established Emiratisation rates. And assisting them, through the Emiratisation Partners Club, in setting policies that stimulate the participation of national cadres in the private sector, while providing them with benefits and incentives, and holding periodic meetings with them, as they support the Emiratisation programs, confirming the provision of educational workshops and providing employers with CVs for citizens looking for work, Registered in the ministry's database, according to the required specializations.

She pointed out that the training programs, especially the "Experience" program for recent graduates, are aimed primarily at graduates citizens of the last three years of the training history who have obtained a diploma, a higher diploma, a bachelor’s degree, or any higher academic degree, provided that the applicant is not applying for training in a facility. Especially, he has worked for more than one year.

She added that it provides training opportunities in cooperation with employers, through several mechanisms, including the inclusion of training opportunities in the “Tawteen” portal, and making them available during the open days for employment, pointing out to holding job interviews for candidates according to the training opportunities available by employers, along with presenting the results of these interviews. The Ministry obliged the employers, during the period of the citizen's work under training, to provide nine administrative and professional procedures for the trainee, the first of which is to provide job description and define the fields of work and related tasks, the second is to define the trainee about the facility and the objectives of each department and the main sections and jobs emanating from it, and the third is to develop the trainee professionally in the targeted sector, In order to ensure that he is familiar with the various aspects of work and professional practices in carrying out the tasks, to enable him to choose the target job in accordance with his inclinations, capabilities and the needs of the establishment, and the fourth is to provide technical, administrative and directive support that ensures the training of the graduate within the individual development plan, and the fifth to provide technical support in identifying areas of training And the proposed development, the sixth is to evaluate the trainee according to what is mentioned in the individual development plan, and the seventh grant the trainee a monthly bonus throughout the training period (shifted through the wages protection system), and the eighth grant him a weekly rest according to the system in force at the facility, and an annual leave according to the systems contained in the law organizing Work relations, and the ninth grant him health insurance according to the system in force at the facility.

Appointment of trainees

The Ministry of Human Resources and Emiratisation stated that if the establishment wants to hire new employees in the related sectors, the priority for employment is for the citizens who are trained in it, provided that the citizen is exempted from the trial period, if he completes a period of not less than six months from the contract period.

The facility may be satisfied with field training, while granting the trainee a certificate of experience, at the end of his contract period, for the work he has performed, provided that it includes an evaluation of his performance during the training period, noting that the establishment may terminate the service of the trainee graduate if he does not adhere to the work system.

The Ministry must be notified, with no obligation to pay the end of service gratuity for the graduate trainee.

The Ministry of Human Resources and Emiratisation confirmed the issuance of a “citizen graduate training permit”, through “Tasheel” centers, or through its website, as soon as the citizen and the workplace agree to join the facility “under training”, provided that four official supporting documents are completed, including the CV of the applicant Training request, a copy of the registration summary, a copy of the Emirates ID, and an academic certificate.

After submitting the request, the citizen receives a text message from the ministry to review the “Tawteen Customer Happiness Center” to receive a copy of the training contract.
