  • Coronavirus: What areas of Madrid are confined with the state of alarm?

    What are the restrictions?

    Even when?

The President of the Government, Pedro Sánchez, has warned the president of the Community of Madrid, Isabel Díaz Ayuso, and by extension the rest of the regional leaders, that he is willing to act in a "decisive" way if Covid infections soar and his Government considers that not enough is being done in the affected territories to stop it.

"We cannot look the other way, we have not done it and we are not going to do it as long as the pandemic lasts," he said.

Sánchez, from the Portuguese town of

Guarda

, where the

XXXI Lusa Hispanic Summit was

held

, has endorsed the "clarity" with which the Minister of

Health

Salvador Illa

explained

the decision of the Executive to intervene Madrid and declare a state of alarm over the most of its territory.

Illa

explained that the Executive had made this decision in view of the fact that the Madrid president had chosen to "do nothing" to stop the incidence of the virus.

This, he assured, is something that "the entire government shares."

The president has insisted that "the evolution of Madrid is worrying" and therefore has emphasized that it was "evident that it was necessary to give a determined and forceful response."

It has not hesitated, however, to ensure its willingness to "reach out" to the Community of Madrid "to give a joint response."

but we had to give a strong answer.

"We are always, always, always open to talking with the Community of Madrid", he insisted.

This is a message that, as he has said, he has personally reiterated to Isabel Díaz Ayuso in the "various telephone conversations" held between the two.

"We do not come to impose or to protect, but to cooperate," he repeated.

In his opinion, the attitude to adopt is "humility" and a disposition for "unity".

But then he has accused "certain political actors" who "make political use of the pandemic" and thereby "pay" the risks.

"We must banish the partisan struggle and that is what we practice from the Government of Spain," he said, thus rejecting any hint of self-criticism.

However, it has not hesitated to charge against the Madrid Government, which it has blamed for the setback caused by the

TSJM

on the perimeter closure of Madrid ordered by

Salvador Illa

for not having transferred the ministerial order issued by him, based on the Law of Special Measures in the Matter of Public Health, 1986. Had it done so, according to Sánchez, the court would have accepted the closure measures on Madrid.

This is a law that just four months ago Sánchez himself ruled out as an appropriate instrument to restrict the fundamental right of citizens to mobility.

Then, in the opinion of the Government, there was only room for alarm.

Now, however, it has become one of the "sufficient instruments" that exist to impose closures such as the one affecting Madrid "with solid legal protection."

The president has also opted for a joint action by Europe to "give clearer answers" to citizens but has insisted that his Government does not contemplate "at all" the closing of Spanish borders despite the fact that infections are now growing in practically all of Europe.

The President of the Government has expressed himself in these terms at the end of the XXXI Spanish-Portuguese Summit, held in Guarda (Portugal).

This has been the first appointment that Sánchez has attended, accompanied by ten ministers and the president of the Spanish Federation of Municipalities and Provinces, the socialist,

Abel Caballero

, after the entry into force of the state of alarm in the Community of Madrid to try to contain the incidence of the pandemic.

The meeting had as its guiding principle the creation of a common strategy to develop cross-border regions.

Pedro Sánchez

, and the Portuguese Prime Minister,

António Costa

, have agreed, in a meeting described by

Moncloa

as "very fruitful", to identify joint projects that can be financed with European recovery funds.

The preferred areas will be hydrogen development, the battery value chain and the development of 5G and satellites.
