Nantes town hall wants to go further in terms of ethics and transparency of its elected officials.
Attendance, subsidies ... The new charter also provides that each elected representative completes a "voluntary declaration of interests"
It is a text that is not binding, unlike the charter of the local elected.
This Friday, a new code of ethics to be signed by elected Nantes officials will be on the municipal council's agenda.
Established since the previous mandate, it aims to guarantee "the transparency of public action and the exemplary nature of elected officials", indicates the town hall.
"This time, we are going several notches further," said Bassem Asseh, first deputy.
With the watchwords: respect for the general interest and probity.
"
The text, for example, tightens the screw on the issue of attendance.
Article 4 stipulates that "deduction from compensation will be applied after three unjustified absences (…) over a period of twelve months".
The relationship to money is obviously at the heart of the charter: all the allowances and resources made available to elected officials will be made accessible on the city's website, and each elected official (and not only the deputies) must " complete a voluntary declaration of interests ”, ie disclose your salary.
To try to avoid conflicts of interest, the allocation of grants to associations will be more detailed and motivated.
They must “refuse any gift and invitation (…) when [it] is likely to compromise the exercise of their functions in compliance with the laws and this charter.
"
An ethics officer will be appointed
Elected officials must also be “exemplary” in terms of ecology.
Care should be taken to "limit carbon emissions linked to their journeys", in particular by using the "fleet of bicycles" made available to them.
Among the black spots of the previous mandate, citizen participation which requires "plurality", "distance" and "respect for people" is developed in article 6.
In addition to this charter, which will be rolled out at the metropolitan level, the city announces the appointment by the mayor of an ethics officer who can be consulted during the mandate or formulate recommendations.
An ethics and transparency commission will also be created, made up of five elected representatives and five citizens drawn by lot, to ensure that commitments are kept.
