The possibility of “zeroing” traffic violations, which was established by photo and video cameras, is provided for in the current version of the draft new Code of Administrative Offenses.

The parliamentarian added that in this case, the next similar violation will not be considered repeated.

Recall that the first public discussion of the new Code of Administrative Offenses was held from January to April.

It was expected that the document will enter into force on January 1, 2021, but this decision had to be revised due to many comments and suggestions.

In particular, in the process of working on the document, clauses on increasing fines for speeding were removed from it.

According to the previous version of the project, the fine for speeding by 20-40 km / h was increased from 500 rubles to 3 thousand rubles, for exceeding by 40-60 km / h a fine was supposed to be 4 thousand rubles, more than 60 km / h. h - a fine of 5 thousand rubles or deprivation of rights.

Commenting on possible innovations, the chairman of the Russian Motorists' Movement, Viktor Pokhmelkin, called the idea of ​​"zeroing fines" a more liberal approach.

“I believe that as long as we are talking about an administrative violation and the fine has been paid, which means that the punishment has been fulfilled, then it is logical not to consider the person to have been punished.

It is quite possible to agree with this, "Pokhmelkin said in an interview with RT.

He noted that there will be no advantages for persistent violators from the new approach, since they are subject to more severe penalties, such as deprivation of rights, administrative arrest, compulsory labor and other measures.

Director of the National Public Center for Traffic Safety Sergei Kanaev, in turn, believes that "zeroing" will be an incentive not to break the rules.

“A person will not give a damn about the fact that he is breaking the rules.

That is, his history is "reset", he is a good payer and a person has something to value.

He will have a clean history and he will not be considered a malicious violator when the CMTPL policy is extended, ”Kanaev told RT.

Penalties at the same level

Vyatkin also told other details about fines for motorists in the new draft Code of Administrative Offenses.

According to the parliamentarian, the sanctions will remain at the same level.

“We have just left (fines) in the draft in the form in which they are in the current code,” the deputy explained.

He added that one of the goals of the adoption of the new Code of Administrative Offenses was the desire to stop the "wave of constant changes."

At the same time, Vyatkin added that fines of 100-300 rubles were removed from the document.

The parliamentarian pointed out that such penalties "no longer meet any reasonable criteria for liability measures."

The parliamentarian also drew attention to the situation with fines for speeding.

He pointed out that in the current situation, motorists drive faster than the established regime due to the non-fine threshold.

“Because if the city has a limit of 60 km / h, then everyone travels at 80 km / h.

But the risk of collision increases significantly, the braking distance increases, the time to respond to a sudden obstacle decreases, "Vyatkin said.

Along with this, Vyatkin mentioned other areas that the new edition of the Administrative Code will touch upon.

Thus, fines for refusing to vaccinate were removed from the document.

The previous version of the draft Code of Administrative Offenses assumed a fine of up to 7 thousand rubles for citizens from a risk group for refusing prescribed medical examinations and vaccinations.
