Between the meeting of Pedro Sánchez and Isabel Díaz Ayuso who constituted the Covid cabinet for the Community of Madrid and the judicial setback that the Minister of Health, Salvador Illa, has received and his measures to close Madrid there were 19 days of disagreements, press conferences counterprogrammed and crossed statements from Moncloa to Puerta de Sol.

The change in Illa's speech

It all begins on September 21 with Madrid implementing restrictions in 35 basic health areas and the regional president receiving the Prime Minister at Puerta del Sol. A day later, in an interview on Cadena Ser, the Minister of Health rules out a intervention in Madrid and the application of a state of alarm.

"

I think not. We have to see how it evolves

."

That was Illa's answer when asked about the intervention after recommending that Madrid residents restrict mobility "to the maximum".

That was the public version.

Privately, that same Tuesday, at the first meeting of the Covid group with government and regional representatives, the Secretary of State for Health, Silvia Calzón, came to "congratulate" the Madrid health authorities, as published by EL MUNDO, for these measures.

But 48 hours later the stage was turning 360 degrees.

At Thursday's meeting, the Minister of Health presented a document prepared by the General Directorate of Public Health justifying the closure of the entire city and of areas

with a contagion rate of more than 500 cases per 100,000 inhabitants

.

A movement that the Madrid Minister of Health, Enrique Ruiz Escudero, described on esRadio as "imposition by political criteria" without having previously notified Madrid.

The counterprogrammed wheels

A day later, on Friday 25, Illa counter-scheduled the press conference of the Ministry of Health at noon to announce new restrictions with its own five minutes before to ask to extend the restrictions to the entire city and not only to certain basic health areas, which

ended up blowing up the bridges between the central government and the Community of Madrid

.

With those relations already broken, the resignation of Emilio Bouza, designated neutral spokesman for the Covid group of the Community of Madrid, takes place on Saturday due to "the circumstances", the lack of consensus and "the contemplation of the simultaneous press conferences" .

And on Sunday, President Isabel Díaz Ayuso ruled out the closure of Madrid because it would mean "economic ruin" for the city.

Taxation and recourse

With the start of the new week, the crossing of statements is maintained among the Executives until the arrival of the Interterritorial Health Council on Wednesday, September 30.

A council that ends without consensus, with 13 votes in favor of the measures proposed by Health, which meant the closure of Madrid, and five against: Catalonia, Galicia, Madrid, Murcia and Andalusia.

The next morning, despite the lack of consensus, the Government published the "mandatory" order, according to the minister, as it was "a collegiate decision", thus converting the Executive majority agreement into an official resolution. that forced the closure of Madrid and nine other municipalities in the region in 48 hours.

Illa twisted the law to impose a bolt on Madrid, although neither the Interterritorial Council can impose coordination norms nor does a ministerial order have sufficient rank to force the autonomies to adopt the "recommended" measures.

A strategy to which the Community responded on Friday, October 2, presenting an appeal to the National High Court for "the use of torture" by the Interterritorial Council and "an invasion" of the regional powers despite the fact that that same night at 10 pm it proceeded to comply with the closure of the capital imposed by Health.

One last shock

With the capital already confined, a new car would still be produced between the Government of Pedro Sánchez and that of Isabel Díaz Ayuso.

On Monday, October 5, Madrid presented a reduction of almost 600 infections compared to the previous Friday.

"Hopefully the data are like that, but we think the objective is to lower the curve," Salvador Illa replied that same day, questioning the region's figures while Fernando Simón pointed out that this decline could be due to the "delay" in the notifications because "not all antigen results are coming in."

After the malaise in the regional government, the next day, the minister indicated in the Senate that he had "never" doubted the data of the Community of Madrid but had asked to take the figures with "great caution" and in private, A new meeting of the Covid group, as revealed by this newspaper, told the counselor Ruiz Escudero that his statements had been "misinterpreted."
