Emmanuel Macron went to the south-eastern valleys devastated by the recent floods on Wednesday.

With the inhabitants, the Head of State evoked the "Barnier fund", a financial tool which could help the disaster areas.

During his discussions with the inhabitants of Roya, to whose bedside he visited on Wednesday, Emmanuel Macron has repeatedly mentioned the Barnier fund as a tool likely to help disaster victims.

This is the fund for the prevention of major natural risks created in 1995 by the then Minister of the Environment, Michel Barnier, financed by our home insurance contributions.

Its original and main mission is to finance the expropriation of housing exposed to a risk of natural disaster, those which are too dangerous to be inhabited.

Concretely, this fund therefore provides financial assistance to those who have to relocate.

Compensate for damage and subsidize preventive work

Since then, its field of application has widened: it is now used to compensate for damage that is not compensated by conventional home insurance, but also to subsidize preventive work.

When Emmanuel Macron mentioned this Barnier fund, he said it very clearly: this fund was created to help us be resilient.

"We are going to reinvest in the valley, he promised, but we are not going to rebuild identically." Our home insurance contributions feed this fund up to 12%.
