In November, Yusuf was shot in the leg and stomach by a childhood friend.

He agreed to help the police and pointed out the shooter.

Despite the fact that he and the plaintiff's counsel repeatedly appealed to the Linköping Police that his relatives needed to be protected because they risked becoming targets, the local witness protection judged that they were safe.

In mid-February, the family's apartment was shelled and a visiting cousin was shot to death.

He was previously unpunished and is said to have had no connection with crime.

Want to see state responsibility

Prosecutor Eva Kokkonen, who led the investigation into the assassination attempt on Yusuf and had the shooter sentenced to ten years in prison, believes that the police misjudged the threat against the family.

She demands a state responsibility for witness protection.

So do the country's municipalities, which today have to bear the costs.

Yusuf belongs to a large family with a total of ten siblings, parents and grandmother.

Since last spring, they have tried to start their lives in a new municipality, but no one has wanted to receive them.

They are considered a financial burden.

The radio program Kaliber, which also examined the case, has asked the country's municipalities about this.

More than a hundred municipalities say that the state should take greater financial responsibility so that it does not hit the economy hard.

Minister positive

SVT meets Minister of Justice Morgan Johansson (S) during a visit to Norrköping.

On the question of whether the state should take greater financial responsibility, he is positive.

- I would like to look further into such a proposal.

We have a special investigator who is reviewing the possibilities of strengthening witness protection and plaintiff protection.

This may well be such a part that we could then proceed with, he says.

The minister also says he wants to take a closer look at the proposal to see how much it could cost.

He has read Yusuf's and his family's story about when they tried to break the culture of silence.

- The first thing I want to say is that they have done the right thing in trying to participate in solving these serious crimes.

The second thing I want to say is that society must become much better at providing good witness support and plaintiff support, he says.
