The government will double the envelope allocated to training "Values ​​of the Republic and secularism", announced the Minister for the City on Monday.

This training has been provided to associations, local elected representatives and civil servants since 2015 to train 40,000 professionals per year from 2021.

"Over four years, we have trained 50,000 people and with the doubling I would like us to train 40,000 people per year, from 2021", declared Nadia Hai, after a meeting in Aubervilliers (Seine -Saint-Denis) with trainers and beneficiaries of the training.

From 1.5 million, the allocated budget will increase to three million euros per year.

Priority audiences

Created in particular by the observatory of secularism, this training primarily targets "officials, employees and volunteers", in particular those in direct contact with children and young people from sensitive neighborhoods, local elected officials, or caretakers of equipment or services. "Secularism is seen a lot as being a restriction of freedoms and as being almost an aggression, but in reality it is a principle which ensures respect for the freedom of belief or non-belief", and this training module "comes recall the very definition of secularism, its origin, we retrace the history of secularism ”.

Concretely, this training which is spread over several days consists of legal and historical reminders on the law of 1905, useful and welcomed by the trainers present during the meeting.

They notably underlined the importance of working on “misunderstandings and amalgamations” around questions of secularism.

Nadia Hai's announcement comes three days after Emmanuel Macron's speech on "separatism", received with caution by several associative actors.
