According to the union representatives, two more managers took off their trousers in connection with a night bath.

A handful of employees with swimwear were then in the pool.

"An investigation needs to be made that sheds light on abusive discrimination based on sexual harassment, in this case, among other things, any unwelcome nudity and any sexual invitations," the union representatives write.

The municipal director does not want to investigate

On September 17, municipal director Lena Mårtensson Stenudd told SVT Nyheter Skåne that there was no reason to investigate the nude bath.

According to her, only one boss bathed naked and she still has confidence in that person.

- We have talked about this in the management team, the person has apologized.

Everyone can make mistakes, you have to be able to forgive, said Lena Mårtensson Stenudd.

Regarding possible sexual harassment in connection with the conference, Lena Mårtensson Stenudd says that she has not received any such report.

Requirements for measures

On Thursday, the unions submitted a so-called 6: 6a report, according to the Work Environment Act.

They request an investigation and measures to clarify what happened during the conference at Örenäs Castle.

- It is strange that the municipal management has not investigated what happened at the conference.

According to the law, it is their duty as an employer, says Maria Westlund, chief safety representative for the SACO council in Hörby.

Another four chief safety representatives (Lärarförbundet, Vision, Akademikerförbundet SSR and Vårdförbundet) and one safety representative (Lärarnas Riksförbund) have signed the application.

They write that "The fear of reprisals from the municipal management is perceived as great and therefore employees do not dare to tell what is happening and / or has happened".

Culture of silence in Hörby

SVT Nyheter Skåne has spoken to several people who work in the town hall and who attended the conference.

- No one dares to say anything and it is even worse now after what happened, says an employee who wishes to remain anonymous.

The person has a managerial position and attended the conference.

Another employee talks about the culture of silence that prevails in the town hall.

- If you do not want to go, you can lie low, says the woman who also wants to remain anonymous.

She herself witnessed the nude baths and points out two managers.

- They have shown evidence of poor judgment and should stop, the woman says.

The Municipal Council welcomes the application

- It is good that there has been a 6: 6a report.

She says that there have been no reports of sexual harassment after the conference, but that there may now be one.
