The bill, which will be presented on December 9 in the Council of Ministers, should “strengthen secularism”.

Emmanuel Macron unveiled this Friday his action plan to better protect the Republic against "separatism", mainly that of radical Islamism, a file on which he is accused of inaction by the right and the far right.

Accompanied by six ministers, the Head of State chose to make his speech in Mureaux (Yvelines), a town of 30,000 inhabitants about forty km from Paris, often given as an example for his initiatives in favor of "living together" .

Emmanuel Macron has decided to focus his speech on “separatism” on “Islamist separatism”, on radical Islamism which “leads to separation from the Republic”.

It is therefore a question of fighting against "the excesses of some in the name of religion".

The President of the Republic described a global crisis of Islam but also noted that the Republic had created the conditions for Islamist separatism, by ghettoizing the populations following their origin: "On our setbacks, our cowardice, they built, methodically , their project.

A long postponed speech

The Head of State also wanted to show that the fight against this radical Islamism had not waited for the law on separatism, so much announced: "We have never shown angelism or naivety".

He claimed that 400 checks had been carried out since the start of the year and that 93 underground schools had been closed.

The bill that will be presented on December 9 should extend the obligation of neutrality of public service employees to employees of private companies delegating public services.

Some associations will also have to sign “secularism contracts”.

Postponed several times, this speech is eagerly awaited a year and a half before the presidential election of 2022, which could be played on questions of security and state authority.

The executive plans to finalize its bill by mid-October so that it is presented to the Council of Ministers in early December and then discussed in Parliament in the first half of 2021.
