By choosing this territory for his speech, the President of the Republic sends a positive signal on a subject about which he often accused of laxity by the right and the extreme right, while the left regularly denounce a stigmatization of Muslims.

The bill against separatism

In the process, the executive plans to finalize its bill against separatism, carried by Gérald Darmanin, the Minister of the Interior, and Marlène Schiappa, the Minister responsible for Citizenship, by mid-October, in view of a presentation to the Council of Ministers at the beginning of December and an arrival in Parliament in the first half of 2021.

On Friday, Emmanuel Macron could also detail some of the most controversial measures of this bill, such as the ban on virginity certificates issued by certain doctors before a religious marriage, the strengthening of the fight against polygamy or against the deprivation of inheritance for girls.

But also a stricter control of private schools outside the contract.

The government wishes in this case "to fill the holes in the racket", indicated Marlène Schiappa, at the microphone of Europe 1 Friday morning.

Because at present, "the State is obliged to cunning" in these situations, she regrets.

Separatisms: to close suspicious schools, "the state is forced to trick", regrets Schiappa

"The state services are obliged to adapt, a bit like the FBI's strategy vis-à-vis Al Capone (arrested for tax evasion, and not for his criminal activities, editor's note), and to seek which can exist in financial terms, of respect for security ", she detailed, promising a law which makes it possible to" fill the gray areas ".

An action plan that questions

The action plan announced by the executive, however, leaves certain political and religious officials doubtful.

Guest from Europe 1, the imam and rector of the Bordeaux mosque Tareq Oubrou warned of a risk of stigmatization.

"The principle of universality of a law does not stigmatize a particular community. These are the principles of French law on which the values of the Republic have been built. We cannot betray these values," he said. he declares.

He also believes that the legislation is already sufficiently armed to fight against the phenomena of radicalization.

"We already have an arsenal of law," he notes.

But, "we must have the means for its application".

General rapporteur of the Observatory of Secularism, Nicolas Cadène, for his part, also on Europe 1, felt that the spirit of the 1905 law should not be touched. "Only technical aspects should be amended, in particular on titles 4 and 5 of the law, on religious associations and on the police of religions ", he declared. "But we must above all not break the balance of the law of 1905 which guarantees freedoms as long as the collective framework is respected, and therefore especially not to amend articles 1, 2 and 4 in particular, fundamental principles of this law and which have never been altered ".
