The bill originated in early 2020 when photos of the star Kobe Bryant crashed out of the scene, and the proposal members called it the "Kobe Bryant" bill.

  California Governor Newsom signed this bill on the 29th. It is illegal for emergency or law enforcement personnel to share photos of the deceased at the scene of an accident or crime if it is not for law enforcement purposes.

  According to the law, starting from 2021, first-line police officers and ambulance personnel who leak photos of the scene for private purposes can be fined up to US$1,000 (approximately RMB 6,800).

  When the California Rep. Mike Gipson, who proposed the bill, celebrated the passage of the bill on social media, he called the bill the "Kobe Bryant Act of 2020."

  According to reports, in January 2020, 9 people including Kobe and his daughter were killed in a helicopter accident, shocking the world.

But this tragedy also triggered other disputes. Eight police officers were suspected of participating in the shooting and sharing of photos of the Kobe plane crash, causing dissatisfaction with the families of the deceased.

  Kobe's widow, Vanessa, recently filed a lawsuit in the Los Angeles Superior Court against the Los Angeles County Police Department and Chief Alex Villanueva (Alex Villanueva).

  Vanessa’s complaint stated that “8 police officers took out their mobile phones to photograph these dead children, parents and coaches at the scene of the accident for personal purposes”, accusing the police of the greatest disrespect to the deceased.

  The litigation documents also show that when the plane crash occurred on January 26, Bryant's family rushed to the police station near the location of the incident, and the police ensured that the location was kept secret.
