  On the 29th, the State Council Information Office held a regular briefing on the State Council’s policies to introduce the new batch of administrative licensing matters to be cancelled and delegated.

Wang Lejun introduced at the meeting that deepening the reform of “delegating power, decentralizing, and servicing” and optimizing the business environment are important measures to promote high-quality agricultural development.

In recent years, the Ministry of Agriculture and Rural Affairs has conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council, continuously improved the working mechanism, and paid close attention to the implementation of responsibilities, and promoted the reform of the agricultural administrative examination and approval system and achieved obvious results.

  Wang Lejun said that in the "Decision" issued by the State Council this time, the Ministry of Agriculture and Rural Affairs cancelled and delegated five items, which is the result of continuous deepening of the reform potential.

At present, the administrative licensing items implemented by the Ministry of Agriculture and Rural Affairs at this level have been reduced from 57 items at the beginning of the reform to 32 items, and 25 items have been cancelled and adjusted. Intermediary services items have been reduced from 50 items to 10 items, and 40 items have been cancelled. In addition, 21 items of permission items implemented in designated places were cancelled and adjusted, and 82 items were retained.

  Wang Lejun introduced that the five items cancelled by the Ministry of Agriculture and Rural Affairs this time can be divided into three categories:

  First, in terms of agricultural input supervision, the licenses for the two projects of "New Pesticide Registration Test Review" and "Seven Types of Fertilizer Registration" were cancelled and changed to filing.

The seven types of fertilizer registration include large-element water-soluble fertilizers, medium-element water-soluble fertilizers, and microelement water-soluble fertilizers, which means that in the future, the registration test of new pesticides and the production of water-soluble fertilizers will no longer need to apply to the agricultural and rural departments license.

  Second, in terms of occupational access, the "village veterinarian registration license" was cancelled and changed to record.

In the future, those who have obtained a middle-level or higher degree in animal husbandry and veterinary professional, or obtained a certificate of professional skills appraisal of animal husbandry and veterinary related professional skills, or have engaged in animal diagnosis and treatment services for more than 5 consecutive years, or have passed training, can directly engage in rural veterinary work after filing.

  Third, in terms of environmental protection of agricultural resources, the “Approval for construction of coastal projects that may cause pollution and destruction of the survival environment of key protected wild animals and plants” has been cancelled. Related projects can be carried out after the environmental impact assessment is carried out in accordance with the law. The provincial-level preliminary review of the “examination and approval of the import and export of protected agricultural wild plants or the import and export of agricultural wild plants restricted by the international conventions that China participates in” has delegated the approval authority from the Ministry of Agriculture and Rural Affairs to the provincial agricultural and rural departments. Permits can be handled, that is, it is no longer necessary to go to the Ministry of Agriculture and Rural Affairs.

  Wang Lejun pointed out that in order to ensure that the cancellation of decentralization permits is open, received, and well managed, the Ministry of Agriculture and Rural Affairs will speed up the improvement of supporting systems, timely revise relevant regulations and normative documents, and conduct comprehensive training and professional training for local relevant agricultural approval personnel.
