Deputy Minister of Transport Dai Dongchang said, Decisive progress has been made in poverty alleviation through transportation, and the task of "two links" has been basically completed.

The "two links" refer to the access to hardened roads and the access to passenger cars. These are the two bottom-line goals and tasks of transportation poverty alleviation.

By the end of 2019, the country’s rural roads had reached 4.2 million kilometers, and 100% of qualified townships and organic villages had access to hardened roads; by the end of August 2020, 100% of qualified towns and organic villages had basically been open to passenger vehicles.
