Wang Hui said that 8.74 million college students in the 2020 class have already graduated and left school.

Affected by multiple factors such as the new crown pneumonia epidemic, the employment situation of 2020 college graduates is severe and complex, and the employment work is facing unprecedented challenges. The task of "stabilizing employment" and "guaranteeing employment" is very difficult.

Wang Hui pointed out that with the joint efforts of various central government departments, local party committees, universities, employers, and the whole society, the employment situation of the 2020 graduates is generally stable, which has made important contributions to the overall situation of “stabilizing employment” and “guaranteeing employment” across the country.

The Ministry of Education has focused on the following tasks:

-Improve and improve the employment promotion policy system.

The Ministry of Education, in conjunction with the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Human Resources and Social Security, has introduced more than 30 policy measures.

In response to increasing opportunities for further studies, a policy of expanding enrollment for postgraduates, undergraduates to undergraduates, and second bachelor's degrees, is aimed at national strategies and the development of people’s livelihoods.

In response to grassroots employment, policies have been introduced to expand the recruitment scale of the "Special Post Program", "Three Supports and One Support", expand urban and rural communities and grassroots medical jobs, and develop scientific research assistant positions to absorb employment.

In response to the expansion of job supply, policies have been introduced to increase the scale of graduate recruitment by civil servants, public institutions, and state-owned enterprises, and support new forms of employment.

For enterprises to stabilize their jobs and expand employment, policies have been introduced to reduce, exempt and postpone the payment of social insurance premiums, return unemployment insurance premiums, and issue various employment subsidies.

In response to enlisting in the army, policies have been introduced to increase preferential admissions to higher education, optimize medical examination standards, and directly recruit non-commissioned officers to join the army.

In response to vocational qualifications, policies such as "first job, then test" for teachers and other vocational qualifications have been introduced.

At the same time, universities in various regions have also introduced a series of policies and measures to ensure and promote the employment of graduates in accordance with local conditions.

  ——Actively develop policy-related posts.

In addition to increasing opportunities for college graduates to further their studies, party and government agencies, public institutions, state-owned enterprises, teachers, college student recruitment, scientific research assistants, grassroots projects, community governance and other aspects have opened up more policy-oriented positions for 2020 college graduates.

According to statistics, as of September 1st, policy-related positions have increased significantly this year, and more than 2.8 million graduates have been employed, an increase of more than 700,000 over the same period last year.

——Do everything possible to develop market-oriented positions.

Generally speaking, market-oriented positions are the main channel for college graduates to find employment.

This year, we have actively carried out in-depth cooperation with central ministries and commissions, local governments, industry associations, social recruitment agencies, platform companies, etc., and strive to find more positions suitable for college graduates.

The "24365 Campus Network Recruitment Service" jointly launched by the Ministry of Education and nine major social recruitment agencies in February this year has provided 15.22 million job information, 6.69 million registered graduates, and 37.36 million resumes.

The Ministry of Education and related parties directly organized 40 special online recruitment activities, providing more than 5.4 million various positions.

At the same time, guide universities and colleges in various places to conduct extensive online recruitment.

According to incomplete statistics, since March this year, colleges and universities across the country have held about 2,000 online recruitment activities every day, with a total of more than 200,000.

The Ministry of Education, in conjunction with the Health and Health Commission, instructs local universities to resume local university campus recruitment activities in a timely manner in accordance with the principle of "scientific, effective prevention and control, safe and orderly recruitment".

Since the beginning of June, nearly 10,000 offline recruitment activities have been held nationwide.

  ——Innovatively develop employment guidance services.

This year, "cloud employment" will be taken as the main way to do a good job in the employment of graduates under the normalized conditions of epidemic prevention and control.

The first is cloud recruitment. As mentioned earlier, the "24365 Campus Network Recruitment Campaign" launched in February has become a well-known brand for graduates to find jobs; the second is cloud management. In May, the "Graduation Counselor Employment Platform" was launched nationwide. More than 80,000 front-line employment counselors and graduating class counselors have all registered and worked online.

The third is cloud guidance. In April, the "Internet + Employment Guidance" live class was launched, focusing on the topics of employment situation analysis, career development guidance, college student recruitment, innovation and entrepreneurship, and job-hunting psychological adjustment. 23 live classes have been launched, totaling more than 70 million people. Watch.

The fourth is cloud signing. The "National College Graduates Online Signing Platform" was launched in March, which promoted nearly 900 colleges and universities in 11 provinces to carry out online signing work. This year, 645,000 graduates completed online signings.

—— Make every effort to help the poor.

In the context of this year's decisive victory over poverty alleviation, we made it our top priority to help graduates from impoverished families to establish and register employment, and adopted a series of special assistance measures, which achieved positive results.

The main approach is the "five specialties": one is a special policy, which specifically introduces five measures such as further education training, policy positions, special recruitment, precise services, and counterpart assistance; the second is a special plan to implement "normal colleges and universities" for poor graduates Special plan for upgrading to undergraduate", a separate plan and separate admission.

The third is special recruitment. The Ministry of Education continued to hold the "Special Recruitment Campaign for Poor Graduates", directly providing nearly 200,000 jobs and sending more than 280,000 job information to the mobile phones of poor students.

The fourth is dedicated assistance, requiring colleges and universities to establish key assistance accounts, implement "one person, one file" and "one person, one policy", and provide targeted employment services.

Fifth, it is specially recommended to implement precise services in conjunction with social recruitment agencies, and use big data technology to provide key services to 52 graduates from poverty-stricken counties.

Wang Hui said that in the next step, for the unemployed graduates who have left school, the Ministry of Education will work closely with the Ministry of Human Resources and Social Security and other relevant departments. On the one hand, it will guide localities and universities to actively provide continuous employment services for graduates, and on the other hand, they will ensure employment. Willing graduates are included in the public employment service system, and strive to help unemployed graduates achieve employment as soon as possible.
