His Highness also said: “We aim to raise the country's competitive rating ... our ceiling is high ... and we will enhance our capabilities further. During its session, the Council reviewed a detailed report from the Federal Competitiveness and Statistics Authority on the results of the state’s competitiveness indicators. The UAE ranked first in the world in 121 indicators among the most important global competitiveness reports, and the country ranked first in the Arab world in 479 indicators. 314 indicators.

The Global Competitiveness Reports are based on their methodology on three main factors, which are legislation, government policies and statistical data, and private sector perceptions of government services and procedures.

These indicators are considered as a measure of the efforts of governments to develop balanced and innovative solutions that enhance the quality of life of societies, by adopting policies and legislation, and they are an effective means in assessing the path of governments towards achieving sustainable development, while maintaining a balance between high productivity and raising the level of quality of life. The space for governments to attract and nurture talent and spread a culture of innovation, which leads to an increase in the size of the economy and provides stability and safety.

The Council of Ministers, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, approved four new organizational structures for a number of federal ministries within the agenda of its meeting, in the wake of the recent ministerial formation of the UAE government, and in strengthening the new governmental work system that aims to enhance the agility, flexibility and efficiency of the government. His Highness: "We adopted within the meeting four organizational structures for federal ministries ... We have full flexibility for change and amendment ... and our government is able to absorb and keep pace with developments quickly."

The council approved the organizational structure of the Ministry of Economy, the Ministry of Culture and Youth, the Ministry of Industry and Advanced Technology and the Ministry of Energy and Infrastructure.

On the legislative side, the Council of Ministers approved a number of laws, decisions, and amendments to support and strengthen the legislative system in the country, which included the issuance of a federal law decree on private education, aimed at organizing the educational process in private schools, raising the quality of education, improving the educational environment in it, and attracting the best investments. In private education, ensuring the application of the best international educational and educational practices in it, linking its outputs with societal, economic and technical changes in the country, organizing education, following up the application of quality standards, improving the level of performance and outputs in private schools, and stimulating competition between private schools in providing distinctive educational and educational services International quality.

The law also regulates the provisions of the private educational sector, including the licensing of private schools and the personnel working in them, the obligations of private schools, the approval of educational curricula in private schools, the evaluation and examination systems and equivalence of private school certificates, the affairs of students and workers, school activities and programs, the safety and protection of students, the code of conduct and the ethics document. And educational monitoring and evaluation of the quality of private schools' performance.

The Council also approved, as part of the meeting’s agenda, the issuance of decrees of federal laws regarding the amendment of the penal code, the amendment of the Commercial Transactions Law, the amendment of the Securities and Commodities Law and the Insurance Law, in addition to the amendment of a law regarding the regulation of the telecommunications sector.

Ratification of agreements

The Cabinet ratified and approved a number of agreements between the government of the UAE and a number of friendly countries, which included the ratification of an agreement between the government of the state and the Republic of Chile regarding the elimination of double taxation in relation to taxes on income and the prevention of tax evasion, and the ratification of an agreement with the government of the Arab Republic of Egypt regarding Avoidance of double taxation and prevention of tax evasion with regard to taxes on income, and an agreement with the government of the Republic of Zambia on avoiding double taxation and preventing evasion of taxes imposed on income, in addition to ratifying an agreement with the Republic of Zambia on the promotion and mutual protection of investments.

During the meeting, the Council also reviewed a number of government reports in various sectors.
