Employers want to be able to make more exceptions from the rules of priority.

Last year, several LO unions, including Kommunal, dropped out of the talks in protest that they might negotiate the concept of factual grounds in the event of termination for personal reasons.

LO has now unanimously said no to negotiating a factual basis.

LO, on the other hand, prefers to abolish general fixed-term work, and wants to get rid of the so-called planing, ie that the employer can reduce working hours for employees.

Adjustment

This area deals with the right to competence development and adjustment for those who are laid off, but also what right to competence development and education one should have during the time as an employee.

One could say that it is protection and support for those who are fired, rather than protection from being fired.

The question may sound less controversial, but it must also be agreed who will pay for the skills development.

The unemployment insurance fund

Today, the unemployment insurance fund is managed by the state, even though it is primarily financed by employer contributions.

The idea is that the parties would in some form take over the unemployment insurance fund and manage it themselves, which, among other things, would mean that they themselves agree on compensation levels regardless of the political color of the government.

On the other hand, it is not certain that politicians want to let go of the unemployment insurance fund.

There are proposals from several parties to instead turn unemployment insurance into a general compulsory insurance.
