The Committee for Education, Culture, Youth, Sports and Media Affairs of the Federal National Council, during its meeting held at the headquarters of the General Secretariat of the Council in Dubai, headed by the Chairman of the Committee, Adnan Hamad Al Hammadi, continued to discuss a draft federal law regarding the exploitation of fictitious scientific certificates, which consists of 11 articles.

The committee's rapporteur, Shatha Ali Al-Naqbi, said that the government decided to propose the draft law in view of the rapid technological developments and the exploitation of some of them, the multiplicity of forms of education and its institutions, and the spread of public and higher education institutions, as this was accompanied by the spread of the phenomenon of fictitious scientific certificates in many countries of the world, referring to The need has become urgent for the existence of organized legislation to protect society and the scientific and educational environment, and to address all dangers arising from the phenomenon of fictitious scientific certificates.

For its part, a member of the committee, Afra Bakhit Al-Alili, said that "the draft law aims to confront the exploitation of fictitious academic certificates and use them for appointment to jobs in government agencies or private bodies, or for any other purpose."

She added that a federal bill regarding the exploitation of fictitious academic degrees includes, according to his explanatory memorandum, 11 articles, whereby articles (1-3) dealt with definitions of some of the words and phrases contained in the draft law, in addition to stating the objectives of the law, and not considering the fictitious scientific certificate. Articles (4-8) provisions relating to penalties, while Articles (9-11) dealt with final provisions relating to the cancellation of provisions contrary to the law, issuance of regulatory decisions, in addition to publishing the law in the Official Gazette and the date of its provisions coming into force.

She emphasized that the committee is working hard to discuss the bill in detail and accurately, given its great importance to a broad sector in society, and its repercussions on various sectors, pointing out that after agreement on a consensual formula for the terms and articles of the bill with government representatives, the final report on it will be prepared, and from Then it was approved and submitted to the Presidency of the Council to be ready for discussion in a plenary session during the next (second) ordinary session of the Council’s 17th legislative term.
