"As of 10:50, a person who was in an extremely serious condition as a result of a plane crash in a hospital died," the State Emergency Service said.
According to the State Emergencies Service, there were 27 people on board the aircraft, of which 23 people were declared dead, one was injured.
The search is underway for three more people.
Earlier, the Minister of Defense of Ukraine Andriy Taran said that, according to preliminary analysis, the An-26 is most likely caught on the ground with its wing.
A state commission is working at the crash site.
