Kuang Yong, Vice Governor of Qinghai Province, introduced that since the establishment of the joint prevention and control mechanism in the 1970s, the content of joint prevention has been expanded from simple plague joint prevention to joint prevention and cooperation including major infectious diseases such as plague and hydatid diseases. The prefectures support each other and learn from each other in terms of epidemic information notification, exchange of prevention and control experience, and emergency response to the epidemic.
Kuang Yong said that after the establishment of the joint prevention and control mechanism, in 1997 and 2000, relevant parties successively determined that Sichuan Province, Sichuan and Qinghai’s adjacent areas had natural plague foci. In 2004, Qinghai pneumonic plague was controlled by Tibet and Sichuan. The support of the People’s Republic of China did not cause expansion and spread, and the joint defense cities and states have contributed.
Qiao Xuezhi, governor of Huangnan Prefecture, said that under the joint prevention and control mechanism, the state has maintained the miracle that human plague has not occurred for 39 consecutive years.
In response to the plague, human infection with H7N9 avian influenza, and the new crown pneumonia epidemic, the joint prevention and control meeting issued the "Huangnan Consensus on Joint Prevention and Control of Major Infectious Diseases and Public Health Emergencies", requiring the establishment of health emergency contacts and consultations in neighboring regions, Linkage guarantee mechanism, establish epidemic information sharing, key project cooperation, personnel technology and cultural exchange mechanism.
