24 September 2020 "Yesterday the presentation by the president of the European commission Ursula von der Leyen of a new European governance on migration management: from a first analysis we seem to grasp on the one hand elements of discontinuity with respect to the proposals of the years past, but there is no clear overcoming of the Dublin agreements that would put the negotiations ", scheduled for October," with the European Interior Ministers for an overall EU strategy back on the table.

For this reason "we will ask for the complete overcoming of the current system which revolves around the responsibility of the incoming State and which cannot be burdened by burdens that are difficult to bear".

This was stated by the Minister of the Interior Luciana Lamorgese in a hearing with the Parliamentary Control Committee on the implementation of the Schengen agreement.

provided for by the new Pact, the minister underlined: "I do not know to what extent these can actually be effective: because the hypotheses of giving return responsibilities to Member States other than those of disembarkation seem difficult to me which can be combined with efficiency and speed. There were 9,139 migrants from Libya who landed in Italy during the year, 40% of the total as of 23 September, compared to 23,273 migrants who had arrived overall since the beginning of the year.

From 1 September 2019, about 9,200 Tunisians landed in Italy while in the same reference period, in the previous year, there were just over 2,600.

Significant increase in arrivals also from Algeria: from 1 January to 23 September 2020, 1,052 Algerian people arrived, compared to 600 in the same period last year.

With regard to arrivals in Sardinia, on whose coasts the Alan Kurdi humanitarian ship with over 130 migrants on board is currently located, Lamorgese explained that since the beginning of the year there have been about a thousand landings: "a number not very high compared to what happens in the rest of the territory ".

The prefectures of Nuoro and Oristano have ensured the availability of additional structures for the relief of the Cas of Monastir, which hosts about 200 migrants.

As for the Balkan route, since the beginning of the year 3,369 irregular migrants have been traced to the Italian-Slovenian border, compared to 2,745 in the same period in 2019. "However - underlined the owner of the Interior Ministry - readmissions to Slovenia have more than quadrupled ".
