Various laws such as the so-called'Cho Doo-soon Surveillance Act' and the'Cho Doo-soon Containment Act' are being discussed in the National Assembly.

Among the “Cho Doo-soon-related bills” that the opposition lawmakers have proposed competingly, there is a so-called “Cho Doo-soon monitoring law” that prohibits drinking alcohol by sex offenders who have been released and prevents them from going outside 200m of their residence.



Also, the'Cho Doo-soon Access Prohibition Act' prohibits living in the same area as the victim even if they are released.



The enactment of the Confinement Act, called the'Cho Doo-soon Quarantine Act', is intended to allow sex offenders who are concerned about re-offenses to be confined in shelters for up to 10 years.



Some laws even allow retroactive application.



Several states in the United States limit sex offenders' residences 600 meters away from child-occupied areas, etc., and Texas requires sex offenders to be placed in front of their homes.



These are laws that responded to the demand for such measures in our society as well.



However, careful review is required to ensure that there are no unconstitutional elements.

The Social Protection Act, which is disseminated under protective custody because there is a risk of another offender committed again, was abolished in 2005 due to criticism that it is a double punishment and unconstitutional.



On the other hand, there is also an opinion that it is possible to restrict the basic rights of violent criminals on the premise of social agreement and safeguards to guarantee human rights.
