For the vice-president of the national association of directors of human resources, this is a "logical" step forward.

Paternity leave will double and go from 14 to 28 days by July 2021. The measure will be officially announced Wednesday by Emmanuel Macron, during a trip to Essonne on the theme of early childhood.

“Basically, this is rather a good measure. It is logical, because it corresponds to three elements that we see evolving: gender equality, the increasingly strong dimension of quality of life at work and corporate social responsibility policies ", commented Benoît Serre, vice-president of the national association of human resources directors, on Wednesday at the microphone of Europe 1.

A compulsory part

He nevertheless wonders about the conditions for implementing the measure.

"It is not yet clear whether this 28-day paternity leave will be compulsory. This was not desired by a certain number of employers' organizations, rather in favor of a strong incentive system for companies to let their employees freely take paternity leave. that we recognize them ", developed Benoît Serre.

According to the Elysée, there will be a compulsory part in this leave, but it will be the subject of discussions with the social partners. 

A cost of 500 million euros per year

The cost for social security amounts to more than 500 million euros.

In 2002, when France created paternity leave (11 days plus the three days of birth leave), France was ahead of most of its neighbors.

But since then, many European countries have adopted more generous measures.

Today, one in three fathers do not take their leave immediately after giving birth, especially people on precarious contracts who are afraid of being looked down upon by their employers.
