On September 5, the Public Security Bureau of Xiangning County, Linfen City, Shanxi Province issued a notice through the WeChat public account to publicly solicit clues about Qin Zhizhou and others' crimes.
The notice stated that, recently, the Xiangning County Public Security Bureau destroyed the criminal syndicate headed by Qin Zhizhou after being designated by the higher-level public security organs.
Over the years, the criminal group has organized forcible trading, provoking troubles, illegal detentions, and false lawsuits in Xiangning County of Linfen City, Yanhu District of Yuncheng City, Xinjiang County, Jiang County and other places. The main suspect is now More than 20 people including Qin Zhizhou have been arrested by the Xiangning County Procuratorate.
How did Qin Zhizhou, 49, who had served in Yuncheng for a long time, become the leader of a criminal syndicate?
The Paper noted that since 2014, online reports of Qin Zhizhou have appeared intensively, with at least five business owners reporting Qin Zhizhou and others in real names.
In the statements of many whistleblowers, Qin Zhizhou manipulated behind the scenes and became a creditor of the enterprise, and then used social personnel to forcibly occupy coal mines and enterprises on the grounds of overdue debts.
The business owner interviewed by The Paper said that he is now cooperating with the police to investigate and collect evidence.
But their claims have not been officially confirmed.
Since the case is still under investigation, on September 21, the police in the Xiangning County Public Security Bureau responsible for investigating the case told The Paper that they could not be interviewed on the case.
Several business owners reported that they were "routine"
The business owners involved in the report include Gaoshanhu and Gao Zhaolan, the owner of the Laojunmiao coal mine in Zaoling Township, Xiangning County, and the former legal representatives of Shanxi Desheng Tire Co., Ltd. In the end, Qin Zhizhou's "agent" Wang Ming took the Desheng Tire Factory in the name of the creditor.
Ren Xiao also stated that he had known Qin Zhizhou as early as 2006, when Qin Zhizhou was the director of the office of the Yuncheng Intermediate People's Court.
Due to the large capital turnover required for the establishment of Desheng Tire Factory, a friend recommended Qin Zhizhou to him, saying that he “knows many rich people and helped many bosses raise large sums of money”.

Ren Xiao also said that due to funding problems, the construction of the tire factory has been slow and has not been put into production.
In 2013, after Zhang Tao invested, the company gradually started production.
In August 2013, Qin Zhizhou became the deputy secretary of Jiangxian County Party Committee. He inspected the Desheng Tyre Factory the second day after taking office. He was satisfied with the construction of the factory. He heard that it was about to start production and said that he could continue to help raise some funds.
According to Ren Xiaogeng, in 2014, with the help of Qin Zhizhou, the tire factory successively borrowed or borrowed tens of millions of yuan from Jiangxian Credit Cooperatives and local companies with the help of land mortgages, but actually only used them on the tires. A small part, most of which was transferred by Qin Zhizhou for various reasons.

Ren Xiao also stated that in September 2014, Wang Ming controlled him, saying that according to Qin Zhizhou’s arrangement, he had repaid the 6.8 million loan owed to Jiangxian Credit Cooperative for Desheng Tire Factory and provided a repayment. The one-month IOU requires the assets of the entire tire factory as collateral.

Zhang Tao, an investor in Desheng Tire Factory, said that in early 2014, Qin Zhizhou also recommended a person named Wang Zerong to Desheng Tire Factory as the general manager.
But this person only obeyed Qin Zhizhou after he took office.
On November 6, 2014, the shareholders of Desheng Tire Factory met and dismissed Wang Zerong, the general manager introduced by Qin Zhizhou.
On November 9, when shareholders notified Wang Zerong of the decision, they were torn up on the spot. Wang Zerong claimed that the company’s legal representative had been replaced and they had no right to replace him.
The Paper noted that the aforementioned notice issued by the Xiangning County Public Security Bureau showed that one of the main suspects in the Qin Zhizhou criminal group was also named Wang Zerong.
The Paper saw in a report signed by the six shareholders of Desheng Tire Factory. The six shareholders stated that without their knowledge and signing, the legal representative of Desheng Tire Factory was changed to He called a man named He Yufei.

The report material also stated that on the evening of November 9, a group of social workers forcibly occupied the Desheng Tire Factory and all production and construction stopped.
According to Yuan Decai, secretary of Liuquan Village, Hengshui Town, Jiangxian County, where the Desheng Tire Factory is located, confirmed to The Paper that 20 or 30 social workers with sticks occupied the factory that day, and this accounted for more than half a year.
Yuan Decai said that the factory rents more than 300 mu of land in the village, and the annual rent is about 200,000 yuan.
But since the factory was occupied in 2014, the village has never received rent.
After the parties evacuated, the village had sent people to protect the factory.
Zhang Tao said that he successively invested about 50 million yuan in Desheng Tire Factory and owns most of the equity. At that time, he planned to renovate and upgrade the factory and recover the investment after full production and profitability.
After the factory was occupied, he sought an intermediary to coordinate, hoping to transfer the legal representative of the tire factory to him so as to resume production as soon as possible.
Before that, Qin Zhizhou had been behind the scenes, because he was a major shareholder, Qin Zhizhou later negotiated directly with him.
Zhang Tao said that Qin Zhizhou gave him three conditions. First, Desheng tire factory must recognize 100 million debts.
2. Pay 300,000 cash to account for the expenses of the factory as social personnel.
3. After Zhang Tao became the legal representative, if he did not find the money within the specified time, he would return the legal representative status.

There have been many similar reports against Qin Zhizhou.
For example, brothers Gaoshanhu and Gao Zhaolan in Xiangning County claimed that the Laojunmiao Coal Mine they were operating in partnership had a debt of 20 million yuan. In 2006, Qin Zhizhou, then director of the Yuncheng Intermediate People's Court, claimed that the creditor’s rights had been transferred to him, so he was the creditor. "Spoker" has been sentenced before
In the report issued by the Xiangning County Police on September 4, the main suspect ranked first was Qin Zhizhou, followed by Wang Qingjiu.
The notice specifically stated that Wang Qingjiu used the names Wang Ming and Liu Feng.
Gao Zhaolan and Zhang Tao, who have dealt with Qin Zhizhou and others, both said that Wang Qingjiu is Qin Zhizhou's "spokesperson", and the two were once classmates.
As a public official, Qin Zhizhou could not come forward and do everything Wang Qingjiu said, "the two are always together."
Zhang Tao said that Wang Qingjiu, who seized the Laojunmiao Coal Mine and Desheng Tyre Factory, also came forward.
However, Wang Qingjiu had already been arrested.
In September 2015, Wang Qingjiu was arrested by the Public Security Bureau of Salt Lake District, Yuncheng City.
The judgment document shows that the Salt Lake District Procuratorate finally prosecuted Wang Qingjiu for illegal detention, intentional injury, fraud, extortion, and illegal occupation of agricultural land.
Also indicted were Zhang Zhigang, He Yufei, and Geng Enping, who were involved in the crime of illegal detention and intentional injury.
The Paper noted that, except for Zhang Zhigang, all the persons involved in the case were on the list of key members of the Qin Zhizhou criminal group announced by the Xiangning Police in the above announcement.
On June 28, 2017, the Salt Lake District Court ruled that Wang Qingjiu was imprisoned for eight years and four months and fined 30,000 yuan.
Zhang Tao said that the crimes committed by Wang Qingjiu in the verdict almost all have Qin Zhizhou's shadow behind them, but Qin Zhizhou avoided the entire case.
The illegal detention and intentional injury of Wang Qingjiu were mainly directed at Zhang Wende, the former legal representative of Shanxi Rongsheng Concrete Company.
In the verdict, Zhang Wende stated in his testimony that in order to achieve his goals, Wang Qingjiu restricted his personal freedom for seven or eight days, and also punched, kicked and threatened him.
According to Zhang Wende’s real-name report on the Internet, Qin Zhizhou arranged for Wang Qingjiu to take a stake in the company and was responsible for the company’s finances.
In the end, Wang Qingjiu took control of the company and became the actual boss.

An insider of the case told The Paper that Wang Qingjiu's original case did not involve Qin Zhizhou.
But Wang Qingjiu suspected that Qin Zhizhou tried to catch him, because Qin Zhizhou had a lot of money from Wang Qingjiu's company or personal accounts, but when he asked for money, Wang Qingjiu said that all the money was used.
In the verdict of the Wang Qingjiu case, the same person who did work for Qin Zhizhou, Wang Qingjiu was charged with the most charges and the heaviest sentence.
In the eyes of local people who have had contact with Qin Zhizhou, it is not only Wang Qingjiu who opposes Qin Zhizhou.
In an online report of Qin Zhizhou's real name, one of the informants was Li Jinping.
Zhang Tao said that Li Jinping actually worked with Qin Zhizhou at the beginning, and they have a good relationship.
He used Li Jinping as an intermediary to contact Qin Zhizhou for negotiations for Desheng Tire Factory.
A person familiar with Qin Zhizhou in Yuncheng told The Paper: "Qin Zhizhou has a wide relationship in Yuncheng and is familiar with all walks of life. It is easy to do anything he wants."
Transferred to Xinjiang Production and Construction Corps before being arrested
Local people familiar with Qin Zhizhou said that Qin Zhizhou had been striving to become the county head of Jiangxian, but "too many reports were made to him on the Internet."
The online report once caused a lot of trouble to Qin Zhizhou. Zhang Tao said that he once reposted a report post on the Internet, "I don’t know what’s going on, Qin Zhizhou will find out soon, so I called directly to ask if it was my post. ".
Zhang Tao believes that the investigation of Qin Zhizhou this time is due to the continuous reporting of the victimized business owners over the years.
On the other hand, it should be the Shanxi Provincial Public Security Department that has made up its mind to destroy this criminal group. In April this year, the Public Security Department set up a task force for this purpose. The victimized business owners are currently fully cooperating with the police in their investigation and evidence collection.

Past experience: From the director of the court office to the local leader
According to the public resume: Qin Zhizhou went from the deputy head of Xinjiang County, to deputy secretary of the Jiangxian County Party Committee and Minister of Organization, and then to Wenxi County as deputy secretary of the county party committee. He was transferred to Xinjiang when he was arrested.
He has been working in the court system for nearly 20 years.
In 1998, Qin Zhizhou was transferred from the Pinglu County Court to the Yuncheng Intermediate People's Court. Two years later, he became the deputy director of the court office, and in 2003 he became the director of the office.

But in 2008, as the director of the Yuncheng Intermediate People's Court, Qin Zhizhou, who has been engaged in administrative work, gained another identity-a deputy division judge.
In June 2010, Qin Zhizhou was transferred from the Yuncheng Intermediate People's Court to Xinjiang County as a member of the county government party group and deputy county head, and he officially took up the position of local leadership.
