According to the speaker of the Duma Vyacheslav Volodin, the bills are aimed at implementing the new norms of the Constitution.

"At the end of the last session, the State Duma adopted a law on the protection of territorial integrity, according to which actions aimed at alienating part of the territory of the Russian Federation, as well as calls for such actions, are equated with extremism," the parliamentarian recalled.

He added that the bills adopted in the first reading "are proposed to strengthen the responsibility for such calls or actions."

Thus, it is proposed to change the conditions of criminal prosecution for the relevant public appeals, introducing an "administrative prejudice".

“If the offense is committed for the first time, it will be punished in the administrative order, and not in the criminal one, as it is now established.

And only in case of a repeated act committed within a year, criminal liability will follow, ”the message says.

At the same time, it is proposed to increase the criminal fines, setting from 200 to 400 thousand rubles, and the term of imprisonment remains the same - up to four years.

In the case of administrative responsibility, when public appeals are made for the first time, the punishment is provided for under the new article 20.3.2 of the Administrative Code.

Fines for citizens will be from 30 to 60 thousand rubles, for officials - from 60 to 100 thousand rubles, for legal entities - from 200 to 300 thousand rubles.

Increased fines are provided for cases when public appeals are made through the media, the Internet or other "information and telecommunications or electronic networks."

In this case, the fine for citizens will be from 70 to 100 thousand rubles, for officials - from 100 to 200 thousand rubles, for legal entities - from 300 to 500 thousand rubles.
