  At 13:05 on September 22, affected by rainfall and upstream water, the water level of the Harbin Hydrological Station on the upper mainstream of the Songhua River rose to a warning level (118.30 meters). According to the "Regulations on Flood Numbering of Major Rivers in the Country" by the Ministry of Water Resources, the number is "Songhua" River No. 2 Flood of 2020".

  On the 22nd, the Ministry of Water Resources held a meeting and pointed out that China’s average precipitation has been 616 mm since the beginning of this year, 13% more than the same period of normal years, and the second most since 1961. A total of 833 rivers have experienced floods above the warning level, which is lower than normal. 80% more, of which 267 rivers are over-guaranteed and 77 rivers are over-history.

Six major river basins including the Yangtze River, the Yellow River, the Huaihe River, the Pearl River, Songliao, and Taihu Lake have experienced 21 numbered floods, which is the highest number since 1998 and 1.6 times more than normal.

  In the next three days, there will be moderate to heavy rains in southwestern China, central and western Jiangnan, northern southern China, Hubei, northwestern Shanxi, and southwestern China, and there will be heavy rains locally.

The Ministry of Water Resources predicts that rivers such as the Jinsha River in Yunnan, Yuanjiang River, Duliu River in Guizhou, Hongshui River and Youjiang River in Guangxi will experience flooding, and some small and medium-sized rivers in the rainstorm area may have super-alarm floods.

  The meeting emphasized that the post-flood period has now entered, and we must continue to pay attention to various flood prevention and defense work. The water levels of the Nenjiang, Songhuajiang, Heilongjiang and other major rivers in the northeast are still over-alarm or over-protection. We must further strengthen the inspection and defense of dikes. , Yunnan, Guangxi and other southwestern regions continue to rain, and we must effectively deal with heavy rainfall.

  At present, the Ministry of Water Resources maintains a level IV emergency response for flood and drought disaster prevention, and there are still two working groups in Heilongjiang Province to assist and guide flood prevention work.

It is expected that the sections of the Nenjiang River, Songhua River and other rivers that have been over-warned and over-protected will retreat to below the warning level around early and mid October.
