  According to the overall plan, Hunan will fully implement the requirements of the central government on accelerating the construction of a manufacturing power and implementing the strategy for the rise of the central region, and give full play to the geographical advantages of the eastern coastal region and the transitional zone of the central and western regions, the Yangtze River Economic Belt and the coastal open economic belt, and strive to build the world A high-level advanced manufacturing cluster, an international investment and trade corridor linking the Yangtze River Economic Belt and the Guangdong-Hong Kong-Macao Greater Bay Area, a pioneer zone for in-depth economic and trade cooperation between China and Africa, and a new highland of inland opening.

  The implementation area of ​​the Hunan Pilot Free Trade Zone is 119.76 square kilometers, covering the three areas of Changsha, Yueyang, and Chenzhou.

Among them, Changsha area is 79.98 square kilometers (including Changsha Huanghua Comprehensive Bonded Zone 1.99 square kilometers), Yueyang area is 19.94 square kilometers (including Yueyang Chenglingji Comprehensive Free Trade Zone 2.07 square kilometers), and Chenzhou area is 19.84 square kilometers (including Chenzhou Comprehensive Free Trade Zone 1.06 square kilometers) .

  The Changsha area focuses on the “Belt and Road” construction, highlights the airport economy, focuses on the development of high-end equipment manufacturing, new-generation information technology, biomedicine, e-commerce, agricultural technology and other industries, and builds a global high-end equipment manufacturing base and high-end modern inland areas Service industry centers, China-Africa in-depth economic and trade cooperation pilot areas, and central regions are rising growth poles.

  The Yueyang area focuses on docking the development strategy of the Yangtze River Economic Belt, highlighting the port economy, focusing on the development of shipping logistics, e-commerce, new-generation information technology and other industries, and building a comprehensive shipping logistics center in the middle reaches of the Yangtze River and an inland port economic demonstration zone.

  The Chenzhou area will focus on the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, highlight the direct connection between Hunan, Hong Kong and Macau, focus on the development of non-ferrous metal processing, modern logistics and other industries, and create an important platform for inland areas to undertake industrial transfer and processing trade transformation and upgrading, as well as a Xiang, Guangdong, Hong Kong and Macao cooperation demonstration zone.

  According to the overall plan, the Hunan Free Trade Zone will accelerate the transformation of government functions, deepen the reform of the investment field, promote high-quality trade development, deepen the opening and innovation of the financial field, and create an international investment and trade corridor linking the Yangtze River Economic Belt and the Guangdong-Hong Kong-Macao Greater Bay Area.
