Gyeonggi Governor Lee Jae-myeong today (20th) proposed a rent reduction to the central government for small business owners suffering from Corona 19.

Lee Governor said on his Facebook account that "even celebrity Hong Seok-cheon, who was called'the legend of Itaewon', had a sharp drop in sales from 10 million won to 30,000 won per day, and eventually shut down due to high rent." There is nothing, and there are many cases where they can not pay rent, owed or close their business.”

He said, "We have proposed an interpretation and administrative guidance to the central government for rent adjustments and reductions due to the corona crisis."

He pointed out that "the tenant has to pay the rent as it is while paying all the operating losses due to administrative measures, but the building owner has no loss at all."

Governor Lee said, "If you look at the Lease Protection Act, you can request an increase or decrease in rent depending on changes in economic conditions, and even in the Civil Law, if one party's debt cannot be fulfilled without reasons attributable to both parties, there is no obligation to perform it." "If business is banned in accordance with the government's order to prohibit collective, it can be seen that the lessor has not been obligated to pay rent because the lessor has not fulfilled its obligations."

"However, in reality, it is difficult for a tenant, who is only a few, to request rent reduction, and if he does not respond, he must go to a lawsuit," he said. "It is harsh and unfair to bear all the losses caused by inevitable quarantine measures only to the tenant. "I started the program, but there is a limit to the local government, so I asked the central government for help."
