Strictly investigate the violations of discipline and law behind the paper sentence, Inner Mongolia handles 65 public officials 

  The reporter learned from the Commission for Discipline Inspection and Supervision of the Inner Mongolia Autonomous Region that in the investigation of Wang Yunhong’s seven-year case of “serving a sentence on paper”, the discipline inspection and supervision organs based their functions and responsibilities, strengthened supervision and discipline, reduced their patent penalties, obtained medical treatment outside of prison, and temporarily placed their sentences outside prison. The issue of violations of discipline and law by relevant personnel in China has been thoroughly investigated.

As of August 21 this year, a total of 65 public officials from 26 units including the Inner Mongolia Autonomous Region Prison Administration, the Autonomous Region’s Higher People’s Court, procuratorial organs, public security organs, and people’s hospitals have been given party discipline and government sanctions.

  Wang Yunhong was sentenced to death on December 12, 2005, with a two-year reprieve for the crime of intentional homicide. On June 30, 2008, he was commuted to life imprisonment, and was later commuted to 15 years imprisonment, with a sentence of up to 2026 3 October 10.

In April 2011, Wang Yunhong was approved for 6-month medical parole due to coronary heart disease-acute myocardial infarction.

After the expiration of the six-month period, the Inner Mongolia Autonomous Region Prison Administration approved the procedures for six times of medical treatment on bail and one temporary execution outside the prison, resulting in seven years of activities outside the prison.

  After investigation by the Commission for Discipline Inspection of the Inner Mongolia Autonomous Region, during the process of Wang Yunhong's temporary execution outside prison, Wang Quanren, former vice president of the First Hospital of the Inner Mongolia Prison Administration Bureau, and others repeatedly violated the facts, concealed the truth, and issued the "Petition for Criminals to Seek Medical Conditions Outside the Prison" Related normative documents such as the Critical Care Report and the Appraisal Opinions on Medical Conditions of Offenders on Non-Bailed Medical Treatment, except for the first medical treatment on non-bailed medical conditions, the rest of the previous medical treatments on non-guaranteed medical treatment and temporary executions outside of prison do not meet the statutory requirements.

  According to the results of the investigation, Jiang Heping, the former political commissar of the Inner Mongolia Prison Administration, was dismissed from the party and government affairs, and was demoted to a third-level chief officer; Yang Wenzhi, former director of the Juvenile Correctional Institution of the Inner Mongolia Prison Administration, and the First Hospital of the Inner Mongolia Prison Administration Former vice president Wang Quanren, doctors Li Qifang, Gao Chuntao, Zhang Man, and Chen Hua, former chief of the Legal Department of Hohhot No. 1 Prison Yao Liping, and former director of the Yingxin Road Judicial Office of the Xincheng District Judicial Bureau of Hohhot, Wu Yuzhong, etc. Dismissal from the party, expulsion from public office, and suspected crimes were transferred to the procuratorial organ for review and prosecution in accordance with the law.

Other persons who violated discipline and law were punished by party discipline and government affairs, and those who neglected their duties were held accountable seriously.
