This first year of presidency will have been very special for Ursula von der Leyen, but Europe will have finally been there, with a historic economic recovery plan of 750 billion euros.
For the first time, Member States have agreed to borrow together to help the countries in greatest difficulty.
The President of the European Commission will call on national parliaments to ratify this plan.
In her speech, Ursula von der Leyen is also expected to revise upwards her ambitions on the climate: to reduce CO2 emissions from 40% to 55% by 2030 and thus achieve the goal of zero carbon emissions by twenty years.
At the end of the speech, MEPs will debate and approve, or not, this course of action in a non-binding vote.
