Council of Ministers

today approved the draft

Democratic Memory law

that will be the basis for outlawing the

Franco Foundation

, one more step that the Government takes after exhuming the body of the dictator of the Valley of the Fallen in October of last year.

For the first time, Spanish legislation incorporates a system of sanctions, of between 200 and 150,000 euros, for those associations that with public resources exalt totalitarianism or dictatorial figures, such as Franco's.

"It will not be possible or legal," said the first vice president, Carmen Calvo, who as head of Historical Memory has presented the text in the round after the government meeting.

The Executive will carry out a "modification of the law of associations" to prevent these ends in public foundations or with public money "that go against the constitutional order."

And it will also turn the Valley of the Fallen into "a civil cemetery", where "the more than 30,000 victims of the war on both sides have peace and respect from all," said Calvo.

Its resignification as a monument that depends on

has not yet been decided, but it has been resolved that it ceases to be under the control of the religious order of the Benedictines.

The Government will approve in a decree a transitory regime on the management of

Cuelgamuros

that Franco ceded to the monks in 1957. These religious confronted the Executive over the decision to remove the dictator from this place.

The vice president explained that her new civil character prevents the presence of the Benedictines.

But the big step that this law takes is that the State is going to take charge of the identification of the bodies of disappeared during the war and the subsequent repression that the Franco dictatorship supposed that still remain in mass graves.

Until now, the vice president has highlighted, "even the fees to exhume in the gutters were paid by families."

Now the Government is going to take on the task of delivering the remains to their families by drawing up a map of graves and a list of victims in that situation and a DNA bank to recognize the dead.

We will mobilize public resources to bury them as they deserve, "said Carmen Calvo.

A courtroom prosecutor will also be created in the Supreme Court for this issue and an inter-territorial body to "coordinate" with the autonomous communities that have powers.

The summary trials carried out by Franco's regime without guarantees will be declared "null and void" and the titles of nobility granted to the "essential figures in the coup d'etat" will be withdrawn, in reference to the military who supported Franco.
