中新网9月15日电 中国民航局运输司巡视员靳军号15日指出,民航局近日对国内航线航班管理政策进行了合理调整,一是放开核准航段每周最大航班量限制;二是放宽涉及“北上广”三大机场支线航线准入限制。

  靳军号表示,民航局于近日下发《关于2020/21年冬春航季国内航线航班评审相关工作的通知》,调整放宽了部分国内航线航班准入政策。具体政策调整情况通报如下:

  2018年11月,民航局出台了《中国民航国内航线航班评审规则》(以下简称《评审规则》)。施行近两年来,《评审规则》对规范航线经营许可审批、提升枢纽集散功能等方面起到了积极作用。随着今年疫情以来国内航空运输发展环境的变化和民航“放管服”改革的不断深入,需要进一步激发国内市场活力,调整和优化国内航线航班管理政策,在民航领域加快形成以国内大循环为主体的新发展格局。经研究决定,民航局对国内航线航班管理政策进行了合理调整,主要有两方面措施:

  一是放开核准航段每周最大航班量限制。根据市场需求情况和繁忙机场保障能力,国内航线分为核准航线和登记航线。其中核准航线是指涉及北京、上海、广州机场之间及其连接部分国内繁忙机场的客运航线,目前共49条。为了优化资源配置、维护良好有序的市场竞争环境,《评审规则》对核准航线的准入设置了一些考核条件,以更好实施宏观引导;同时设置了每条核准航线每周可执行的最大航班量,航空公司可对尚未使用的剩余航班量提出申请。
