These are often young women who are used to filling the gaps when permanent staff are needed.

One of them is 22-year-old Christa Opava, who despite being a trained assistant nurse is forced to work as an hourly substitute.

She works at Eskilstuna municipality and is always on hand if a work shift should appear via text message, which makes it difficult for her to plan her life.

- It feels like you want to take advantage of young assistant nurses and put them on hours, because you think they can do the most, but you only have so much energy, until you do not do it anymore, she says in Agenda's feature.
