The two parties to the crisis in Libya signed the final draft of the agreement on the mechanism for assuming sovereign positions, following talks in the Moroccan city of Bouznika, while committees from both parties raised recommendations on elections and other issues, at the conclusion of other talks in Switzerland under the auspices of the United Nations.

The Al-Jazeera correspondent reported that the delegations of the Supreme Council of State in Libya and the House of Representatives in Tobruk signed in principle the agreement reached between the two delegations in Bouznika.

Anadolu Agency quoted a member of the Libyan Supreme Council of State delegation as saying that the two parties signed the agreement pending approval by the two councils.

On Thursday, the two parties announced that they had reached a comprehensive agreement on the transparent and objective criteria and mechanisms for assuming sovereign positions with the aim of unifying them, at the conclusion of their meetings in the Moroccan city of Bouznika.

The concerned positions are: Governor of the Central Bank of Libya, heads of the Audit Bureau, the Administrative Control Authority, the Anti-Corruption Commission, members of the High Elections Commission, the Supreme Court, and the Attorney General.

The two delegations also announced their agreement to resume the dialogue in the last week of this month.

For his part, the Speaker of the House of Representatives meeting in Tobruk, Aqila Saleh, said that the city of Sirte should be the seat of the legislative and executive institutions and the Central Bank of Libya during the upcoming preliminary stage.

Saleh added that the sovereign positions will be distributed among the three regions of Libya, provided that the President of the Presidency Council and his two deputies will be chosen through electoral complexes.

New recommendations


In a related context, Aguila Saleh welcomed the results of the consultations that took place between the Libyan parties in Montreux, Switzerland. 

The Libyan parties that met in Montreux submitted their recommendations to the comprehensive dialogue that will be held in the coming period in Geneva under the auspices of the UN mission.

The Switzerland meetings took place in parallel with the Moroccan Bouznika talks, and included parties and personalities representing the two parties to the crisis, and these meetings took place away from the media.

The meetings raised recommendations, the most important of which were going to a new 18-month transitional period, amending the Presidency Council, and holding presidential and parliamentary elections according to a constitutional base.

It is scheduled to negotiate these recommendations in the comprehensive dialogue, which will be held in Geneva in early October.

For its part, the US embassy in Libya said today, Saturday, that retired Major General Khalifa Haftar has pledged to end the months-long siege of oil installations.

It said in a statement that Haftar has committed to reopening the energy sector completely "no later than 12 September."
