　　On September 11, the results of the unauthorized felling of roadside trees in Osmanthus Lane in Qingyang District, Chengdu, Sichuan Province were announced: After investigation and research by the Qingyang District Commission for Discipline Inspection, Liu Jun, deputy director of the Qingyang District Park Urban Construction and Urban Renewal Bureau, and a district state-owned enterprise Chengdu Xingguanghua Urban Construction Co., Ltd. (hereinafter referred to as Xingguanghua Company) Party Secretary and Chairman Cheng Yongzhong and other 6 persons were respectively subjected to corresponding organization and party discipline and government sanctions.

　　Osmanthus Alley is located in the district of Shaocheng Sub-district Office in Qingyang District. The owner of the comprehensive improvement project of Osmanthus Alley is Xingguanghua Company, and the construction unit is Chengdu Construction Engineering Group.

Before the construction of the Guihua Lane comprehensive renovation project, Xingguanghua Company did not follow the prescribed procedures to declare to the Qingyang District Park Urban Construction and Urban Renewal Bureau for the related projects of the transplanting of the Guihua Lane trees.

After the construction team of Chengdu Construction Engineering Group stationed in Guihua Lane on September 5, at 8 o'clock on September 7th, the construction staff arbitrarily felled some trees in Guihua Lane.

At about 9:30, the Qingyang District Comprehensive Administrative Law Enforcement Bureau received a report from the masses and immediately rushed to the place where the incident occurred to stop the logging and order the suspension of work.

According to post-event statistics, 31 trees were damaged (including 20 osmanthus trees and 11 other trees), and a total of 28 trees remained intact on site (including 24 osmanthus trees and 4 banyan trees).

　　After investigation by Qingyang District Commission for Discipline Inspection and Supervision, Xingguanghua, as the owner of the project, failed to supervise and manage the on-site construction of the construction party during the implementation of the Guihua Lane comprehensive renovation project, and failed to discover the problems in the construction process in time.

The Qingyang District Park Urban Construction and Urban Renewal Bureau, as the administrative department in charge, failed to perform its supervisory duties in a timely manner, and was ineffective in supervising construction projects within its business scope.

As the territorial management party, the Shaocheng Sub-district Office has lax and inadequate daily supervision of the project.
