The
Government
is on the verge of losing the vote on the validation of the royal decree so that the municipalities can use the accumulated surplus.
The formula arbitrated by the
Ministry of Finance
, to overcome the legal impediment (embodied in the
Constitution
itself
and in the
Budgetary Stability Law
) that the municipalities spend that money without incurring a subsequent deficit in their accounts, was that they ceded the remnants voluntarily to the Executive who would return them later in two phases.
Now, between this year and the next, 35% of the first
5,000 million
, and the rest, up to 15,000, in the next 10 years, a period in which they would receive 100% of the contribution, which would be added to the initial injection.
This proposal already represented a bankruptcy in the usual consensus of the
Spanish Federation of Municipalities and Provinces
(FEMP) because it left out municipalities that do not have savings or do not want to give them up.
And in the parliamentary negotiation to be approved, it is not drawing any consensus either.
The royal decree is voted on Thursday in
Congress
and, although the negotiations are ongoing,
the Executive recognizes that there is a "risk" that it will not go ahead
.
Right now the Government does not have the necessary support to achieve a simple majority.
And he negotiates in extremis to convince
ERC
,
Ciudadanos, JxCAT
and
PNV
that they are inclined at this time to "no".
Even the
mayor of Barcelona, Ada Cola
u, is actively participating in the talks and has met with the second vice president and leader of
United We Can
,
Pablo Iglesias
.
Speaking to TVE on Wednesday morning Colau said that he trusts that a consensus will be reached.
Colau has supported the manifesto of more than 30 large municipalities (such as
Madrid
,
Zaragoza
or
Valencia
), which are committed to distributing the initial fund of 5,000 million among the municipalities with no criteria other than the population, as has been done with the autonomous communities, regardless of the accumulated surplus for each municipality.
In fact, the lack of support for its text has led the Ministry of Finance to present a new formula so that these 5,000 million are distributed, at least
40%
, following population criteria, which would also allow financing to municipalities that do not have accumulated savings or refuse to give it up.
And they propose that this percentage can be negotiated.
But the possibility of the royal decree being overthrown remains intact.
The Treasury has offered that it be processed later as a bill in order to reach a later agreement on this controversial point.
If it is not approved, it would mean a resounding defeat for the Government, especially because it has not been able to add support, beyond United We Can, which is not even a compact block for the doubts of Colau and, therefore, of
En Comú Podem
, the Catalan brand of Podemos.
And this Wednesday's session in the
Senate
has not anticipated anything good.
The PP, as highlighted by its spokesman,
Javier Maroto
, has managed to carry out a motion that asks the Government to withdraw this text.
The voting has not been completed, due to a failure of the telematic voting system, but the popular ones assure that they win because their margin is greater than the number of senators who have not voted.
The
PSOE
has not achieved the support of
nationalists
and
independentistas
.
In Maroto's opinion it is "a deserved defeat."
"It
is difficult for
Pedro Sánchez to
approve the
Budgets
for not deciding what he wants to spend the money on and because he fails in his intention to expropriate the savings of the neighbors," he adds.
The
PP
has led the criticism of this royal decree.
His
deputy secretary general for Territorial Policy, Antonio González Terol
, assures that "there is no time" to process the decree as a bill, due to the enormous need for funds that municipalities have to combat the pandemic.
If the decree is not validated this Thursday, what he proposes is that the Executive present another, agreed before.
