  —— Arrange 37.9 billion yuan to implement the "Special Post Program for School Teachers in Rural Compulsory Education" to support poverty-stricken areas to optimize the structure of rural teachers.

In 2017-2019, the recruitment plan was increased by 10,000 each year for three consecutive years, and the annual recruitment target of 100,000 people was achieved one year in advance.

In 2020, we will continue to expand the recruitment scale by 5,000 people, reaching 105,000. By the end of 2020, the number of special post teachers in the central and western regions will exceed 440,000.

  -Arrange 10.1 billion yuan to support the implementation of the "National Training Plan for Kindergarten Teachers in Primary and Secondary Schools" and guide the central and western regions to strengthen the training of key teachers in rural schools and kindergartens.

As of the end of 2019, it has supported the training of more than 15 million teachers in the central and western regions, and completed more than one round of full coverage training for rural teachers.

  ——Arrange 20.3 billion yuan to support local implementation of rural teachers' living subsidy policies in concentrated and contiguous areas, encourage localities with conditions to raise subsidy standards, and implement differentiated subsidies based on the distance of schools’ hardships, benefiting approximately 1.27 million rural teachers each year.

  -Arrange 1.7 billion yuan to encourage outstanding teachers to teach in poverty-stricken areas, ethnic minority areas, old revolutionary areas, and border areas through the implementation of the "Three Districts" Talent Support Program Teacher Special Plan and the "Silver Age Lectures" program.

  During the "14th Five-Year Plan" period, the central government will further consolidate and improve relevant policies and measures, optimize the funding structure, support and guide local governments to continue to prioritize teacher team building as a priority for education investment, and continuously improve the quality of rural teachers.
