It was at the end of August this year that staff at a unit in Nyköping municipality made a lex-Sarah report regarding another municipal unit.

According to the report, several in the staff group at a residence have initiated sexual relations with various clients.

Something that should have been repeated and according to the reporters escalated recently.

- I know of three events over a period of a few years and it must have been about people who worked hours.

At every opportunity when it has been discovered, we have chosen not to continue to hire the substitutes, says Glenn Andersson, operations manager for individual and family care in Nyköping municipality.

Affected in a position of dependence

The complainants point out that the vulnerable clients are in a position of dependence, and describe that the consequences can be, among other things, a lack of trust in the staff's professionalism, trauma and stigma.

It is further written that "we as staff feel anxious about recommending the accommodation".

- That it has occurred at all is completely unacceptable.

I have asked questions about whether there is a kind of culture of silence, for example, but I have not received evidence for such hypotheses, says Glenn Andersson.

The problems remain

The report also states that staff who have sexually exposed clients have been allowed to leave.

But the complainants believe that this is not enough "as it continues and escalates with new staff".

- In my world, there is no person left in the business who has committed sexual relations.

There have been some events for a number of years, we do not hide it under a chair.

That it has occurred at all is completely unacceptable, says Glenn Andersson.

The incident was reported to IVO

The Lex Sarah report led to an ongoing investigation.

At the same time, the chairman of the social welfare committee has reported the incident to the Swedish Health and Care Inspectorate, IVO.

- I have listened to the unit manager and that is how we have worked with the issue so far.

I have contented myself with that.

With the results in hand, we would have acted differently.

That is what I hope we get help with now during the investigation, says Glenn Andersson.
