Assignment review has previously told about the hidden agreement in Sigtuna between the then chairman of the municipal board Anders Johansson (S), Peab Bostad's former CEO Tomas Andersson and a leading figure in the municipality's Syrian group - Ismet Karademir, social democrat, entrepreneur and then chairman of the football club Valsta Syrianska IK .

The arrangement has, according to sources and documents that Assignment review has read, made the parties benefit each other for many years.

Peab's management denies that the company participated in a corruption scheme with the Social Democrats in Sigtuna.

But there is evidence to suggest that Peab knows more than they tell the outside world.

"Doubtful methods"

Through several sources, Assignment review has seen parts of the company's internal investigation of the business in Sigtuna - where initiated people from within Peab talk about accounting violations and bribery.

- What Peab could be painted for is to have bribed.

Then it does not matter in the world how much we say that these deals are bad, says a high-ranking person within Peab.

The investigation consists of two parts: a survey of people and relationships and a compilation of the economy.

In the latter, the investigators write:

"The brutal truth is that we in the region have, through dubious methods, done bad business and then done everything to hide them by moving costs, invoices, revenue, etc."

The investigators also find invoices in Peab's largest construction project Steningehöjden, which they write "completely unrelated to any project we have carried out" and "to say the least leave some question marks".

Does not comment on the investigation

Peab's sponsorship of the football club Valsta Syrianska IK with around SEK 10 million during the years 2005–2012 turns out to be just one in a series of benefits, concessions and pure gifts that Peab gives to Syrian associations and individual Syrian leaders in Sigtuna.

According to the investigation, this is between SEK 50 and 70 million.

But despite suspicions of bribery, Peab never makes a police report.

Assignment review has for several months sought the company to get answers as to why it did not happen.

On the same day as the review is published, Peab writes in an email that the security investigation's conclusion, after contacts with law enforcement authorities, is that insufficient evidence has emerged that a police report would lead to prosecution and conviction.

"Therefore, the action work was focused on implementing changes in our own operations," the company writes.

Manipulated results

The internal investigation also concludes that Peab's construction project in Sigtuna did not go as well as the company reported and that results have been manipulated.

The estimated loss in Sigtuna is around half a billion kronor, something Peab never said to the outside world.

The company states that the figure is only based on a partial analysis and does not give a true picture.

Anders Sandén, formerly Johansson, and Ismet Karademir deny having received bribes or benefits - and that they would have participated in a secret pact with Peab in Sigtuna.
