Delinquency, street harassment, drugs… The executive is focusing on security.

At the end of the Council of Ministers, members of the government will continue, Wednesday, September 9, with a back-to-school seminar by videoconference due to the Covid-19.

After having promoted equality of opportunity on Tuesday, a theme intended to heal his left wing, Emmanuel Macron expects actions against insecurity from the government on Wednesday, a flagship file of the right.

Concern in second place among the French - after the Covid - after a series of shocking attacks, the Head of State and his Prime Minister want an increase in efforts, in particular an acceleration of the judicial response, to avoid delays that would give a feeling of impunity.

"We understand that our fellow citizens are worried about the rise in violence", admitted Tuesday Jean Castex in the Landes, when Marine Le Pen, who is betting on this theme, promises to fight "the barbarism that is taking hold". 

Street delinquency and harassment 

First measure: Gérald Darmanin and Marlène Schiappa will communicate at the beginning of the month, from October, an assessment of the activity of the police.

This report should cover six themes: the fight against narcotics, the figures of domestic, intra-family and sexual violence, the hours of pedestrian patrols on public roads by gendarmes and police, those in public transport also, the number of sectarian abuses reported and immigration and asylum figures. 

The executive also intends to continue working on street harassment.

Marlène Schiappa, at the origin of the law against street harassment adopted in July 2018, indicates that "1,723 fines have been drawn up by the police since the beginning of 2019".

The minister also underlined having gathered the prefects last week to ask them to "double the number of verbalizations".  

Drugs and nitrous oxide 

The fight against drug trafficking is the "first priority" of the Minister of the Interior, who wants to make it "the alpha and omega" of his policy.

By fighting drug trafficking networks, Gérald Darmanin wishes to stem organized crime, human trafficking and the financing of terrorism.

"[It is] also a great measure of public health," he said. 

Since September 1, the flat-rate fine of 200 euros for all drug users, in particular cannabis, has been generalized in France.

"Two hundred verbalizations [were made from day one]," he said. 

The Minister of the Interior has, moreover, asked his services for proposals to "simply prohibit the use of nitrous oxide cartridges and capsules".

Sold in the form of cartridges in supermarkets for a few euros, nitrous oxide, intended in particular for whipped cream siphons, is increasingly diverted from its use, in particular by minors who pour it into balloons and inhale it. for its euphoric effects.

In December 2019, the Senate unanimously adopted at first reading a trans-partisan bill aimed at prohibiting its sale to minors, but has not been examined by the National Assembly since.

According to health authorities, regular or high dose use can lead to "damage to the spinal cord, vitamin B12 deficiency, anemia, mental disorders". 

"Separatism" 

The head of state also wants to set separatism, especially Islamist, as a priority.

This project launched by Emmanuel Macron in February against religious communalism, must be presented to the Council of Ministers in the fall.

"We are in the process of finalizing it", indicates Marlène Schiappa. 

Among the measures already announced, the creation of a "contract of engagement on secularism" that the associations will have to sign with the end of the subsidies in the event of non-respect of this charter, in particular on the equality men-women.  

Gérald Darmanin will also "propose to penalize" the certificates of virginity issued by certain doctors before a religious marriage, a practice already condemned by the Council of the Order of Doctors. 

Fight against Covid-19 

Beyond "sovereign" subjects, the seminar will address the priorities for the coming months, including the recovery plan and measures against the epidemic.

A special Covid defense council on Friday could give the green light to simpler, faster tests and a shortening of the fortnight. 

This timing of the agenda will be crucial for the political action of the Head of State, accused by the left of leading a turn to the right.

Emmanuel Macron in return defended at length on Tuesday his actions in favor of access to training and employment for young people from disadvantaged backgrounds.

"You have to deal with security problems with realism, force and determination, but at the same time you have to deal with the root cause, the subject of education, training and opportunities [for every citizen]," he said. -he declares. 

"It is a common thread of my commitment", he added, recalling the duplication of classes of CP and CE1 for 300,000 children and which will "change their lives".

He also cited compulsory schooling from 3 years old and free breakfasts in disadvantaged neighborhoods. 

High school students from popular backgrounds want to succeed.

But not everyone has the same chances as their comrades.
