In detail, the Ministry of Human Resources and Emiratisation stated that it provides its partners, who are employers in the private sector, with various consulting services to develop plans for Emiratization, with proposing the best solutions related to employment and training issues, through the “Tawteen” program, which works to support and enhance the participation of national human resources in Approved jobs, to ensure the fulfillment of the job aspirations of national competencies, by qualifying, training and guiding them, and creating an attractive work environment within the strategic economic establishments in the private sector.

The Ministry stated, in an instructional video broadcast on its official pages on social media platforms, that the “Tawteen” program provides three types of services to employers: the first is the “manpower planning” service for future enterprises ’needs of human resources and professional strength, and the second is to benefit from membership and advantages. “Emiratization Partners Club”, which is one of the Ministry’s initiatives that aims to provide a package of benefits, incentives, and distinctive services provided to establishments registered with it, which support Emiratization, according to the facility’s classification level within the club’s categories, while the latest services provided to employers are to follow up the data and information of those looking for job opportunities.

According to the Ministry, a package of incentives has been allocated, aiming to enhance the participation of private sector enterprises in the “Emiratisation” program, represented by the points granted to members of the Emiratisation Partners Club and owners of small and medium enterprises from the establishments, with the aim of honoring the efforts made in training and developing young Emirati competencies .

She emphasized that citizens, who are enrolled in vocational and job training programs in the private sector employers, are included or counted within the nationalization rates established for those establishments, according to Ministerial Resolution No. (215) of 2019, while citizens working for establishments in the professions are not counted. : «Data entry or occupational health and safety officer or government relations official», within the required Emiratisation percentage.

She pointed out that it helps establishments, through the Emiratisation Partners Club, in setting policies that stimulate the participation of national cadres in the private sector, while providing benefits and incentives to these establishments that join the Emiratisation program, and holding periodic meetings with them, as they support Emiratisation programs, stressing that they provide Educational workshops and providing employers with the CVs of citizens looking for work, who are registered in the Ministry's database, according to the required specializations.

The Ministry stated that employers ’joining the Emiratisation Partners Club guarantees that they benefit from reduced fees on work permits, obtain red carpet services, and upgrade facilities according to the membership granted to the facility, with the possibility of exemption from the bank guarantee, noting that it is a requirement to obtain club membership, The establishment's registry is free from violations of the legal regulations in force in the ministry, and the Emiratisation percentages stipulated by the membership conditions are available.

The Ministry has defined three levels of targeted Emiratisation priorities within the private sector establishments: The first is “establishments with high Emiratisation priority”, which are establishments that engage in economic activities operating, for example in the financial sectors, health, education, consulting and communications, and have 125 workers or more, then “medium priority establishments”.
