Sources told Al-Jazeera that the two Libyan dialogue delegations in Morocco are close to an understanding regarding the implementation of Article 15 of the Skhirat Agreement, which relates to regulatory institutions, and the referendum on the Libyan constitution, while a Moroccan official confirmed the extension of the consultations for another day.

The work of the second day, which was scheduled to be the last, continues in Bouznika, on the outskirts of the Moroccan capital, Rabat, before a Moroccan official confirmed to the media to extend the consultations for a third day to finalize some of the details of the agreement.

The two Libyan delegations representing the Supreme Council of State and the House of Representatives in Tobruk announced, in a joint statement at the end of the first day, their desire to achieve a consensus that would lead the country to safety.

A member of the State Council delegation, Abdel Salam Safrani, who participated in the Libyan dialogue, said, "The talks focused on oversight bodies and the political and institutional division."

In a related context, the President of the Presidency Council of the Government of National Accord, Fayez Al-Sarraj, received the Spanish Foreign Minister Arancha Gonzalez in Tripoli.

The Spanish minister affirmed her country's support for Al-Sarraj's statement regarding a ceasefire, disarmament in the regions of Sirte, Jufrah and the Oil Crescent, resumption of oil production and exports, and the holding of legislative and presidential elections next March.

In a separate meeting, the head of the Supreme Council of State in Libya Khaled Al-Mashri briefed the Spanish Minister of Foreign Affairs on the latest developments in the informal consultations taking place in Morocco between the delegations of the Tobruk Assembly and the Supreme Council of State.

Al-Mishri stressed during the meeting the importance of the role played by Madrid to return to the political track, after the failure of the military solution adopted by retired Major General Khalifa Haftar.

He added that the consultations currently taking place in Morocco between the two delegations are preliminary in order to launch the dialogue between the parties to the Libyan crisis, in order to come up with a comprehensive solution.

He also said in a statement to Al-Jazeera, "The Accord forces are ready to eliminate any military move by Haftar's forces."

For its part, the European Union welcomed any dialogue that would contribute to the resumption of political dialogue between the parties to the crisis in Libya.

Commenting on the dialogue sessions between the parties to the Libyan crisis in Morocco, European Union spokesman Peter Stano affirmed that any initiative that falls within the Berlin track and the United Nations umbrella is welcome.

On the other hand, Russian Foreign Minister Sergey Lavrov called on Monday for an immediate ceasefire in Libya, and said that Moscow wants to settle the conflict through dialogue.
