The reply is as follows:
1. Agreed in principle to the "Work Plan for Deepening Beijing's New Round of Comprehensive Pilots for the Expansion and Opening of the Service Industry" (hereinafter referred to as the "Work Plan"). Please organize and implement it carefully.
2. The implementation of the "Work Plan" should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd and 4th Plenary Sessions of the 19th Central Committee, and promote the overall layout of the "five in one" , Coordinate the promotion of the "four comprehensive" strategic layout, follow the decisions and deployment of the Party Central Committee and the State Council, adhere to the general tone of the work of seeking progress while maintaining stability, adhere to the new development concept, adhere to the deepening of market reforms, expand high-level opening, and benchmark international advanced trade and investment Rules, absorb and learn from mature international experience, promote the transition from the openness of commodity and factor flow to rules and other institutional openness, create a good institutional environment for the high-quality development of the service industry, and make greater contributions to promoting all-round opening up.
3. The Beijing Municipal People’s Government must base itself on the strategic positioning of the capital city, serve the major national strategies, strengthen the organization and leadership of the implementation of the "Work Plan", and under the premise of controllable risks, carefully organize and practice boldly to expand the opening up and construction of the service industry. More reproducible and extendable experience in the new system of a higher level of open economy has been obtained, providing a demonstration and guidance for the open development and innovative development of the national service industry.
4. The relevant departments of the State Council shall, in accordance with the division of responsibilities, actively support Beijing in deepening a new round of comprehensive pilot projects for expanding the opening up of the service industry and building a comprehensive demonstration zone for expanding the opening up of the national service industry.
The Ministry of Commerce shall, in conjunction with relevant departments, strengthen guidance and coordination, organize and carry out supervision and evaluation work, and ensure that the reform and opening up measures of the "Work Plan" are implemented.
5. If it is necessary to temporarily adjust the implementation of relevant administrative regulations, documents of the State Council, and departmental rules approved by the State Council, it shall be handled in accordance with the prescribed procedures.

1. General requirements

2. Development goals

The opening up of the nationwide service industry provides a stronger demonstration and guidance.
By 2030, achieve free and convenient trade, free and convenient investment, convenient cross-border flow of capital, convenient employment of talents, convenient transportation and safe and orderly flow of data, and basically establish an open service industry system that is in line with international high-standard economic and trade rules. The scale of industry economy and international competitiveness have entered the forefront of the world.
3. Main tasks
(1) Promote the deepening of reform and opening up in key sectors of the service industry.
1. Deepen the reform in the field of science and technology services.
Support the development of crowd-creation spaces and entrepreneurial bases through various methods such as free funding, business rewards and subsidies.
Deepen the reform of the right to use, dispose of, and the right to benefit from scientific and technological achievements, carry out pilot projects for granting scientific research personnel the right to own or use long-term scientific and technological achievements, and explore the formation of market-based empowerment, achievement evaluation, and profit distribution systems.
Support the construction of major scientific and technological infrastructure in Beijing by the affiliated institutes of the Ministry to build a smart city.
2. Promote the development of digital economy and digital trade.
Accelerate the promotion of public data openness, guide social organizations to open their own data in accordance with the law, support Beijing to carry out central-district data cooperation in specific areas, and promote the docking of government data and social data platforms.
Research the methods and models of domestic and foreign digital trade statistics, and create a digital trade statistics system that combines statistical data and business cases.
Study the establishment and improvement of related systems for digital trade intellectual property rights.
3. Strengthen the reform and innovation of financial services.
Promoting the "Separation of Licenses and Licenses" Reform in the financial sector, the relevant policies for the full coverage of pilot projects were implemented in Beijing.

Establish a domestic listing service platform for foreign-invested enterprises and provide related services.
Support wholly foreign-owned enterprises to apply to become private equity fund managers to carry out equity investment and asset management businesses. Qualified private equity securities investment fund management companies can apply for conversion to public equity fund management companies.
Priority is given to allowing multinational companies to establish wholly foreign-owned financial companies in Beijing.
Support qualified financial companies in Beijing to obtain the qualifications for foreign exchange settlement and sales, and carry out buyer credit and financial services extending the industry chain under the premise of compliance with laws and regulations and risk control.
Support more foreign banks to obtain securities investment fund custody qualifications.
The study will allow foreign banks to settle in Beijing to conduct treasury bond futures transactions in a timely manner.
Qualified foreign banks are allowed to participate in domestic gold and silver futures transactions.
Support foreign-funded corporate banks with a certain scale and stable operations in Beijing to apply for participation in open market transactions.
Foreign banks are allowed to obtain the People's Bank of China's gold import license and the lead underwriter qualification for the inter-bank bond market.
Support relevant companies to engage in third-party payment services through market-oriented operations such as acquisitions and equity participation.
Support securities companies to engage in the Shanghai-London Stock Connect China Depositary Receipt business.
Prudent and orderly conduct pilot projects of comprehensive financial operations.
Promote the Beijing Iron Ore Trading Center and other bulk commodity trading venues to explore various trading methods such as non-standard warehouse receipt transactions in accordance with laws and regulations, and establish a scientific and reasonable commodity pricing mechanism.
4. Promote the expansion and opening up of Internet information services.
Open domestic Internet virtual private network services to foreign investors (with foreign shareholding not exceeding 50%), and attract overseas telecom operators to provide domestic Internet virtual private network services for foreign-invested enterprises in Beijing through the establishment of joint ventures.
Support the development of Internet of Vehicles (intelligent connected cars) and autonomous driving map applications, and build Beijing-Shanghai Internet of Vehicles highways.
Explore the establishment of a website filing system that meets the needs of overseas customers.
5. Promote the quality and upgrade of business, cultural and tourism services.
Support Wangfujing Pedestrian Street to take the lead in creating an international consumption environment, a high-quality business environment, and an international consumption area.
Optimize the layout of duty-free shops in the city, coordinate the establishment of departure pick-up points for duty-free shops in the city in the airport isolation area, and implement relevant policies for duty-free shops.
6. Promote the expansion and opening up of education services.
Increase the supply of international education, improve the layout of schools for children of foreign personnel, and allow primary and secondary schools to admit children of foreign personnel to school in accordance with relevant national regulations.
Explore the introduction of examination institutions and international textbooks for science and engineering subjects.
Encourage foreign businessmen to invest in human education and training institutions, and support foreign businessmen to invest in operating vocational skills training institutions.
Promote a number of vocational education international cooperation demonstration projects.
7. Enhance the ability to guarantee health and medical services.

Support overseas rating agencies to establish subsidiaries and develop credit rating services in the inter-bank bond market and exchange bond market.
Give full play to the role of an organization platform for the prevention and settlement of international commercial disputes.
Allow well-known overseas arbitration institutions and dispute resolution institutions to be registered by the Beijing Municipal Judicial Administration and reported to the Ministry of Justice to set up business institutions in specific areas of Beijing to provide arbitration services for civil and commercial disputes in areas such as international commercial affairs and investment, and to provide legal support And guarantee the application and execution of interim measures such as property preservation, evidence preservation and behavior preservation of Chinese and foreign parties before and during arbitration.
9. Promote the joint development of Beijing Capital International Airport and Beijing Daxing International Airport.
Explore the facilitation measures for aircraft maintenance companies’ aviation equipment subcontracting repair business ports, and support enterprises to enhance their competitiveness in the international aviation equipment maintenance market.
Encourage Chinese and foreign airlines to operate international routes, and allow foreign airlines to operate at Beijing Capital International Airport and Beijing Daxing International Airport in “two sessions”.
Build an international air cargo system, formulate policies to promote the development of Beijing's air cargo, and support the expansion of cargo rights.
Optimize and improve cargo infrastructure and equipment, and encourage airlines to deliver cargo fleets at Beijing Daxing International Airport.
Improve the functions of air ports, enhance high-end logistics capabilities, and expand import functions such as complete vehicles and parallel imported vehicles.
(2) Promote the expansion and opening of the service industry to demonstrate development in key parks.
10. Relying on the Zhongguancun National Independent Innovation Demonstration Zone, create a venture capital cluster area.
Implement the "Several Opinions of the State Council on Promoting the Sustainable and Healthy Development of Venture Capital" (Guo Fa [2016] No. 53), and optimize the legal and policy environment for venture capital.
In the Zhongguancun National Independent Innovation Demonstration Zone, a pilot program of preferential corporate income tax policies for corporate venture capital will be carried out. During the trial period, eligible corporate venture capital enterprises will be exempted from corporate income tax according to the proportion of individual shareholders at the end of the year, encouraging long-term investment and individual The dividends received by shareholders from the enterprise shall be paid personal income tax in accordance with regulations. Explore to give more cross-border financial options to science and technology enterprises in the zone, and gradually realize full convertibility under the foreign debts of non-financial enterprises.

11. Based on "One Park, One District", etc., create a leading area for digital trade development.
Based on the Zhongguancun Software Park, promote international mutual recognition of digital certificates, electronic signatures, etc., pilot cross-border data flows, build an international information industry and digital trading port, and explore the establishment of a supervisory system based on software real-name authentication and data origin label identification.
Based on specific areas of Beijing Daxing International Airport's Airport Economic Zone, we will carry out pilot projects in the areas of new digital economy access, digital services, and international resource introduction, and explore new businesses such as data auditing.
12. Relying on the Future Science City, Huairou Science City, etc., promote the innovation and development of scientific and technological achievements transformation services.
Support the future science city to establish industry associations and other social organizations in accordance with the law, and play its active role in building the energy Internet and promoting power big data innovation.
Actively implement the taxation policy to support technological innovation and the import of major technological equipment.

Encourage internationally renowned open source software code bases and development tool service providers to settle in Beijing, and support the construction of open source community communication platforms, code hosting platforms, and application service platforms.
14. With Financial Street, National Financial Technology Demonstration Zone, and Lize Financial Business District as the main positions, create a financial technology innovation demonstration zone.
Further support the development of financial technology innovation activities in accordance with the law.
Support financial institutions and large technology companies to establish financial technology companies in accordance with the law.
Explore and develop personalized financing services suitable for technology-based enterprises.
Set up a national financial technology risk monitoring center in Beijing.
15. Relying on the National Cultural and Financial Cooperation Demonstration Zone and the National Cultural Industry Innovation Experimental Zone to support the development of cultural innovation.
Under the premise of controllable risks, support the development of cultural finance projects in a pilot manner by banks' cultural and creative branches, cultural securities, cultural industry-related insurance, and cultural enterprise equity transfer platforms.
Support the Longfu Temple area to build a high-quality artwork service platform, and carry out quick customs clearance and related warehousing services for artworks.
Optimize the review process for film and television works produced by film and television cultural enterprises in the zone.
Priority is given to supporting qualified cultural enterprises in the area to apply for information network dissemination of audiovisual program licenses and game version numbers.
16. Take Tongzhou Cultural Tourism Zone as the leader to create a new model area for integrated development of cultural, sports and tourism.
In the Tongzhou Cultural Tourism Zone, encourage the holding of international cultural and entertainment performances, art and sporting goods exhibitions (trade fairs), allow foreign investment in cultural performance groups (must be controlled by the Chinese party), and optimize the approval of commercial performances.
Based on the national foreign cultural trade base (Beijing), focusing on the development of high-end industries such as cultural media, audio-visual, game and animation copyright, creative design, etc., and launching pilot projects for optimizing the approval process.
Support the construction of an international film and television production service center in China (Huairou) film and television base to provide convenient services for domestic and foreign co-production film and television projects.
(3) Form an institutional innovation system in line with international standards.
17. Promote the liberalization and facilitation of investment and trade.
Support the trial implementation of the cross-border service trade negative list management model in specific regions, and relax the service trade market access restrictions under cross-border delivery, overseas consumption, and natural person movement.
Expand the "single window" service area, comprehensively increase the business application rate, and strengthen the construction of characteristic functions.
Use blockchain technology to build a Beijing-Tianjin-Hebei customs clearance and logistics data sharing platform to realize the "chain" of cross-border trade data in the three places.
Explore the establishment of a market-based incentive mechanism for investment promotion.
Carry out the reform of service industry enterprise investment project "regional assessment + standard land + commitment system + government supporting services".
To support the continuous development of central enterprise headquarters and their subsidiaries and branches engaged in investment, wealth management, financial settlement, etc., in line with the strategic positioning of the capital city.
18. Improve fiscal and taxation support policies.
For enterprises engaged in the production and R&D of integrated circuits, artificial intelligence, biomedicine, key materials and other fields in Beijing as high-tech enterprises, the total R&D expenses incurred in China for more than one year shall account for the total R&D expenses If the proportion is not less than 50%, the implementation of "approval upon filing".
Recognized as a high-tech enterprise can enjoy income tax preferential policies and other relevant policies in accordance with regulations, strengthen supervision during and after the event, and deal with relevant regulations for those found not to meet the high-tech enterprise certification standards.
Study the implementation of preferential tax policies for foreign high-end talents in specific areas of Beijing.
For special aviation parts and components that comply with the listing rules, study the establishment of separate national sub-items.
19. Improve supervision and service levels.

23. Facilitate the cross-border flow of funds.
In a specific area of Beijing, a pilot program for the integration of domestic and foreign currencies will be launched.

For foreign institutions that can conduct spot foreign exchange settlement and sale transactions in accordance with regulations, banks in certain areas of Beijing can handle RMB and foreign exchange derivatives transactions for them.

Explore the implementation of pilot projects for the integration of domestic and foreign currencies in cross-border capital pools, and implement two-way macro-prudential management of cross-border capital flows.
Support qualified foreign trade comprehensive service companies to provide comprehensive foreign exchange services for trade in goods for cross-border e-commerce.
Research and explore on-site foreign exchange settlement models for cross-border transfer of physical assets to improve the efficiency of foreign exchange fund settlement.
Exporters are allowed to make cross-border settlement in RMB for sales on overseas e-commerce platforms.

25. Provide convenience for the work and life of international talents.
Provide entry and exit convenience for overseas high-end talents, facilitate their legal income under the domestic current account to purchase and remit foreign exchange under personal support funds, and facilitate the settlement of foreign exchange beyond the facilitation limit to pay the tuition of their accompanying children to international schools in China.
Optimize the approval process for work permits and residence permits for foreigners, and gradually realize the "one-window acceptance and simultaneous certification" of work permits and work-type residence permits for foreign talents.

Four, organization and implementation
The Beijing Municipal People's Government must carefully organize and implement the objectives and tasks, and steadily promote the implementation of the various measures of this work plan.
"Reply of the State Council on the Overall Plan for the Comprehensive Pilot Program for Expanding the Opening up of Beijing's Service Industry" (Guo Han (2015) No. 81), "Reply of the State Council on Deepening the Reform and Promoting the Comprehensive Pilot Program for the Expansion of Beijing's Service Industry on the Comprehensive Pilot Work" (Guo Han (2017) No. 86), the “Response of the State Council on Comprehensively Promoting the Comprehensive Pilot Work Plan for the Expansion and Opening of Beijing’s Service Industry” (Guo Han [2019] No. 16) All policy measures will continue to be implemented. In case of any inconsistency with the provisions of this work plan, follow This work plan stipulates implementation.
Relevant departments of the State Council should strengthen coordination and guidance according to the division of responsibilities, actively provide support, and form a joint effort.
The Ministry of Commerce and the Beijing Municipal People's Government shall coordinate the promotion of the construction of comprehensive demonstration zones, jointly follow up and supervise and summarize experience, ensure that various tasks are in place, and promote successful experience in a timely manner.
The Beijing Municipal People's Government should further improve the working mechanism, build a streamlined and efficient management system for comprehensive demonstration areas with clear rights and responsibilities, strengthen personnel training, and build a high-quality professional management team.
Firmly establish an overall national security concept, strengthen security assessment and risk prevention, and ensure the orderly progress of related work.
If the pilot program needs to temporarily adjust and implement the relevant administrative regulations, documents of the State Council, and departmental rules approved by the State Council, it shall be handled in accordance with the prescribed procedures.
The Beijing Municipal People’s Government and the Ministry of Commerce shall sort out and study the new situations and new problems in the construction of the comprehensive demonstration zone in a timely manner, continuously adjust and optimize measures, and promptly report to the State Council on major issues.
