The reply is as follows:

  1. Agreed in principle to the "Work Plan for Deepening Beijing's New Round of Comprehensive Pilots for the Expansion and Opening of the Service Industry" (hereinafter referred to as the "Work Plan"). Please organize and implement it carefully.

  2.   4. 1. General requirements

2. Development goals

3. Main tasks

  (1) Promote the deepening of reform and opening up in key sectors of the service industry.

Support the development of crowd-creation spaces and entrepreneurial bases through various methods such as free funding, business rewards and subsidies.

Deepen the reform of the right to use, dispose of, and the right to benefit from scientific and technological achievements, carry out pilot projects for granting scientific research personnel the right to own or use long-term scientific and technological achievements, and explore the formation of market-based empowerment, achievement evaluation, and profit distribution systems.

Support the construction of major scientific and technological infrastructure in Beijing by the affiliated institutes of the Ministry to build a smart city.

  2. Promote the development of digital economy and digital trade.

Accelerate the promotion of public data openness, guide social organizations to open their own data in accordance with the law, support Beijing to carry out central-district data cooperation in specific areas, and promote the docking of government data and social data platforms.

  3. Strengthen the reform and innovation of financial services.

Priority is given to allowing multinational companies to establish wholly foreign-owned financial companies in Beijing.

Support qualified financial companies in Beijing to obtain the qualifications for foreign exchange settlement and sales, and carry out buyer credit and financial services extending the industry chain under the premise of compliance with laws and regulations and risk control.

Support more foreign banks to obtain securities investment fund custody qualifications.

The study will allow foreign banks to settle in Beijing to conduct treasury bond futures transactions in a timely manner.

Qualified foreign banks are allowed to participate in domestic gold and silver futures transactions.

Support foreign-funded corporate banks with a certain scale and stable operations in Beijing to apply for participation in open market transactions.

Foreign banks are allowed to obtain the People's Bank of China's gold import license and the lead underwriter qualification for the inter-bank bond market.

Support relevant companies to engage in third-party payment services through market-oriented operations such as acquisitions and equity participation.

Support securities companies to engage in the Shanghai-London Stock Connect China Depositary Receipt business.

Prudent and orderly conduct pilot projects of comprehensive financial operations.

Promote the Beijing Iron Ore Trading Center and other bulk commodity trading venues to explore various trading methods such as non-standard warehouse receipt transactions in accordance with laws and regulations, and establish a scientific and reasonable commodity pricing mechanism.

  4. Promote the expansion and opening up of Internet information services.

Open domestic Internet virtual private network services to foreign investors (with foreign shareholding not exceeding 50%), and attract overseas telecom operators to provide domestic Internet virtual private network services for foreign-invested enterprises in Beijing through the establishment of joint ventures.

Support the development of Internet of Vehicles (intelligent connected cars) and autonomous driving map applications, and build Beijing-Shanghai Internet of Vehicles highways.

Explore the establishment of a website filing system that meets the needs of overseas customers.

  5. Promote the quality and upgrade of business, cultural and tourism services.

Support Wangfujing Pedestrian Street to take the lead in creating an international consumption environment, a high-quality business environment, and an international consumption area.

Optimize the layout of duty-free shops in the city, coordinate the establishment of departure pick-up points for duty-free shops in the city in the airport isolation area, and implement relevant policies for duty-free shops.

Increase the supply of international education, improve the layout of schools for children of foreign personnel, and allow primary and secondary schools to admit children of foreign personnel to school in accordance with relevant national regulations.

Encourage foreign businessmen to invest in human education and training institutions, and support foreign businessmen to invest in operating vocational skills training institutions.

  16. Take Tongzhou Cultural Tourism Zone as the leader to create a new model area for integrated development of cultural, sports and tourism.

In the Tongzhou Cultural Tourism Zone, encourage the holding of international cultural and entertainment performances, art and sporting goods exhibitions (trade fairs), allow foreign investment in cultural performance groups (must be controlled by the Chinese party), and optimize the approval of commercial performances.

  17. Promote the liberalization and facilitation of investment and trade.

Support the trial implementation of the cross-border service trade negative list management model in specific regions, and relax the service trade market access restrictions under cross-border delivery, overseas consumption, and natural person movement.

Expand the "single window" service area, comprehensively increase the business application rate, and strengthen the construction of characteristic functions.

Use blockchain technology to build a Beijing-Tianjin-Hebei customs clearance and logistics data sharing platform to realize the "chain" of cross-border trade data in the three places.

Explore the establishment of a market-based incentive mechanism for investment promotion.

Carry out the reform of service industry enterprise investment project "regional assessment + standard land + commitment system + government supporting services".

To support the continuous development of central enterprise headquarters and their subsidiaries and branches engaged in investment, wealth management, financial settlement, etc., in line with the strategic positioning of the capital city.

  18. Improve fiscal and taxation support policies.

For enterprises engaged in the production and R&D of integrated circuits, artificial intelligence, biomedicine, key materials and other fields in Beijing as high-tech enterprises, the total R&D expenses incurred in China for more than one year shall account for the total R&D expenses If the proportion is not less than 50%, the implementation of "approval upon filing".

Four, organization and implementation

  The Beijing Municipal People's Government must carefully organize and implement the objectives and tasks, and steadily promote the implementation of the various measures of this work plan.

"Reply of the State Council on the Overall Plan for the Comprehensive Pilot Program for Expanding the Opening up of Beijing's Service Industry" (Guo Han (2015) No. 81), "Reply of the State Council on Deepening the Reform and Promoting the Comprehensive Pilot Program for the Expansion of Beijing's Service Industry on the Comprehensive Pilot Work" (Guo Han (2017) No. 86), the “Response of the State Council on Comprehensively Promoting the Comprehensive Pilot Work Plan for the Expansion and Opening of Beijing’s Service Industry” (Guo Han [2019] No. 16) All policy measures will continue to be implemented. In case of any inconsistency with the provisions of this work plan, follow This work plan stipulates implementation.

The Ministry of Commerce and the Beijing Municipal People's Government shall coordinate the promotion of the construction of comprehensive demonstration zones, jointly follow up and supervise and summarize experience, ensure that various tasks are in place, and promote successful experience in a timely manner.

The Beijing Municipal People's Government should further improve the working mechanism, build a streamlined and efficient management system for comprehensive demonstration areas with clear rights and responsibilities, strengthen personnel training, and build a high-quality professional management team.

Firmly establish an overall national security concept, strengthen security assessment and risk prevention, and ensure the orderly progress of related work.

If the pilot program needs to temporarily adjust and implement the relevant administrative regulations, documents of the State Council, and departmental rules approved by the State Council, it shall be handled in accordance with the prescribed procedures.

The Beijing Municipal People’s Government and the Ministry of Commerce shall sort out and study the new situations and new problems in the construction of the comprehensive demonstration zone in a timely manner, continuously adjust and optimize measures, and promptly report to the State Council on major issues.
